answer text
To assist claimants, DWP shares information with HMRC to help identify those Child Tax Credits (CTC) claimants entitled to higher rate CTC because of the Disability Living Allowance (DLA) Child award. The clerical process to do this was not working as intended and resulted in a reduced number of clerical referrals from DWP to HMRC.

Referral volumes are now back in line with expectations and there have been no further issues reported. We remain committed to taking all reasonable steps to make the process more robust.

At the Autumn Statement the Government announced HMRC will put this right for claimants affected this year and claimants will receive a lump sum payment to reflect entitlement since 6 April 2016, and an on-going higher award.
more like this

answer text
The Department for Work and Pensions’ (DWP) current policy is that calls to claim benefit should be free so it uses 0800 telephone numbers for these calls. The Department uses 0345 telephone numbers where its customers call for other reasons, and these are calls that typically take less time to resolve. If a customer raises concerns over the cost of a call, we will offer to call them back.

Calls to 0345 numbers cost no more than a standard geographic call, and count towards any free or inclusive minutes in a caller’s landline or mobile phone contract. Therefore we are unable to calculate the overall cost to callers to our 0345 service lines. The Department currently provides around four hundred 0345 telephone numbers.

During the period 01/11/2015-31/10/2016 DWP received over 34 million calls to its 0345 telephone numbers and, therefore, calculating the average call duration for each line would incur a disproportionate cost to the department.
more like this

answer text
A new statutory National Living Wage was announced in the 2015 summer budget for those aged 25 and over. DWP pays all direct employees at least the statutory National Living Wage, regardless of age.

a) There are no individuals directly employed by DWP in the Liverpool City Region who are paid below the rate promoted by the Living Wage Foundation. There are no directly employed individuals on zero-hours contracts.

b) DWP’s temporary agency staff are employed in line with Agency Workers Regulations which ensures parity with directly employed staff after 12 weeks. These specialists are usually involved in a defined package of work or project and are not engaged on zero hour contracts.

c) The department’s Estate is provided by Telereal Trillium under the outsourced PRIME contract. Services are delivered through a number of service partners. All Telereal Trillium and service partner staff employed both within or outside London are paid at, or in excess of, the corresponding National Living Wage.

DWP employs a range of trusted third party contractors to provide Office support services – this includes 856 staff who whilst earning more than the Government’s National Living Wage earn less than The Living Wage Foundation’s rate of £8.25 ph, of these 52 are on casual contracts ( not zero hours). It is not possible to confirm the numbers located in the Liverpool City Region.

For all other categories of spend, information shows that staff are in receipt of the National Living Wage or higher and are not employed on zero hour contracts.
