answer text <p /> <p>As of 30 September 2014, there have been:</p><p> </p><p>a) 173 applications to the Diffuse Mesothelioma Payment Scheme</p><p>b) 88 payments made</p><p>c) 28 unsuccessful applications</p><p> </p><p>The average payment as of 30 September 2014 is £125,000 (rounded to the nearest £1,000). Due to the low numbers of the Scheme applications at this stage, it is not possible to disclose the actual highest and lowest payments, as they could lead to individuals being identified.</p><p> </p><p>DWP will carry out an annual review of the scheme as set out within the Diffuse Mesothelioma Payment Scheme Regulations 2014. The first report under this regulation will be published on or before 30 November 2015. The report will set out the objectives intended to be achieved by the scheme, include the level of take up, and assess the extent to which those objectives have been achieved over the reporting period.</p> more like this

answer text <p /> <p /> <p>The Department for Work and Pensions has made 70 Statutory Instruments (SI) in 2014. Of these, 14 affirmative SIs had been laid in draft over the same period and one draft was withdrawn and replaced with two SIs: one under the affirmative procedure (SI 1954) and another using the negative procedure (SI 1711). In this period there was also one negative SI made (SI 1621) to clarify a regulation included in an earlier SI made (SI 1386) but not yet in force.</p><p> </p><p>The Department, with its Legal Service teams in the Treasury Solicitors Office (TSOL), is taking steps to mitigate the need for correcting instruments through training and support to build capability, sharing best practice and learning from internal review and reports from the Joint Committee on Statutory Instruments and the Secondary Legislation Scrutiny Committee. Further, TSOL is undertaking a strategic project to improving the quality of SI drafting as part of its “legal quality” agenda.</p> more like this

answer text <p>Information on jobseekers moving into zero-hours contract jobs is not held nor has it been commissioned. Information published by the Office for National Statistics suggests zero-hours contracts make up a relatively small part of the overall labour market, accounting for about 2% of all people in work.</p><p> </p><p>Jobseekers claiming Jobseekers Allowance are not required to apply for zero-hours contract vacancies, they will not be sanctioned as a result of not applying. UC claimants who refuse to accept a zero hours contract job offer, without good reason, can be subject to a sanction. However a UC claimant will not be sanctioned for refusing to take a zero hours contract with an exclusivity clause.</p><p> </p><p>Universal Credit automatically adjusts benefit payments depending on the number of hours a person works – whatever the type of contract. Where Universal Credit claimants refuse to apply for role, including a Zero Hours Contract role when mandated to do so or refuse to accept a job offer, they can be sanctioned. People on Universal Credit will not be required to sign up to zero hours contracts which require exclusivity, so they will always have the opportunity to gain more hours elsewhere.</p><p> </p>

answer text <p /> <p /> <p>A supervised job-search test bed in Wolverhampton ran from December 2013 to February 2014. The purpose of the test bed was to examine on a small scale which areas would be viable design options for the Supervised Job-search pilots to be introduced later this year.</p><p> </p><p>In overall terms the success of the test bed confirmed that a protracted supervised job-search could be delivered with the long term unemployed client group. As a result of what we learnt from Wolverhampton, we have incorporated several elements into the pilots design, including:</p><p> </p><p>· Induction sessions, to set clear expectations and assess individuals' abilities;</p><p>· Basic IT training;</p><p>· Integrating group sessions and one to one support to retain claimants concentration and engagement; and</p><p>· Supporting participants to focus on tailored, quality job applications.</p><p> </p> more like this

answer text <p /> <p /> <p>Housing payments are not administered by Local Authorities under Universal Credit. All claimants in Universal Credit are offered practical help and advice on budgeting and money management early on in their claim alongside being advised of their responsibility to pay rent to their landlords. We make an initial judgement on each claim as to whether the claimant is at risk of default. If so we can put them on managed payments immediately. Any representations received from the landlord will be taken into account when reaching this judgement.</p><p> </p><p>If it is decided to pay the rent direct to the claimant then we have two safeguards in place. First, we will review our initial decision if we are advised that arrears have reached the equivalent of one month's rent. Second, if direct payments have continued, we will move to payment to the landlord if we are advised that arrears have reached the equivalent of two months' rent.</p> more like this
