answer text <p>In the latest year [2022-23] of the Family Resources Survey approximately 11% of adults were black or minority ethnic individuals. This sample is large enough to provide income and poverty data breakdowns by ethnicity.</p><p> </p><p>The Family Resources Survey sample is drawn by address with stratification of postcode areas by economic standing, such that the achieved sample is representative by economic status. The FRS sample is not drawn by any family characteristic, protected or otherwise, because only the address is known at the point of draw; the address’ occupants are unknown until the later stage of interview. Thus, there is no direct mechanism to alter the issued sample to increase the number of black or minority ethnic families.</p><p> </p><p>We already publish accredited official statistics, including poverty data broken down by ethnicity, in the annual Family Resources Survey-based <a href="https://www.gov.uk/government/collections/households-below-average-income-hbai--2" target="_blank">Households below average income (HBAI) statistics - GOV.UK (www.gov.uk)(opens in a new tab)</a>.</p><p> </p><p>In addition, we use the Family Resources Survey data to publish additional low income data by ethnicity in the <a href="https://www.ethnicity-facts-figures.service.gov.uk/work-pay-and-benefits/" target="_blank">Ethnicity Facts and Figures portal - GOV.UK (www.gov.uk_</a> (opens in new tab).</p>

However, the Government is committed to reviewing Universal Credit so that it makes work pay and tackles poverty.</p><p>Universal Credit customers can approach their local authority to be considered for a Discretionary Housing Payment. These can be paid to those entitled to Housing Benefit or the housing element of Universal Credit who face a shortfall in meeting their rental costs.</p> more like this

answer text <p>The Government announced funding to extend the Household Support Fund for a further 6 months, from 1 October 2024 until 31 March 2025.</p><p> </p><p>An additional £421 million has been provided to enable the extension of the HSF in England, plus funding for the Devolved Governments through the Barnett formula to be spent at their discretion, as usual.</p><p> </p><p>As has been done for previous schemes, the Fund is available to County Councils and Unitary Authorities in England to provide discretionary support to those most in need towards the cost of essentials.</p><p><strong> </strong></p><p>The Household Support Fund scheme guidance and individual funding allocations for Local Authorities have been published on Gov.uk and can be found <a href="https://www.gov.uk/government/publications/household-support-fund-guidance-for-local-councils/household-support-fund-grant-determination-2024-no-317466" target="_blank">here</a>.</p> more like this

answer text <p>Local Housing Allowance (LHA) determines the maximum housing support for tenants in the private rented sector. Claimants in similar circumstances living in the same area are entitled to the same maximum rent allowance regardless of the contractual rent paid.</p><p> </p><p>LHA rates were restored to the 30th percentile of local market rents from April 2024 for one year.</p><p><strong> </strong></p><p>Decisions on LHA for future years will be taken in the context of the Government’s missions, housing priorities, and the fiscal context.</p> more like this

answer text <p>Government understands the negative effects of unemployment can be particularly pronounced for young people and can have longstanding implications on their future earnings potential and life chances. This is why in our plan to get Britain Working we will introduce a new Youth Guarantee for all young people aged 18-21 to ensure that they can access quality training opportunities, an apprenticeship or employment support. This will sit alongside a new national jobs and careers service to help get more people into work, work health and skills plans for the economically inactive, and the launch of Skills England to open new opportunities for young people.</p><p> </p><p>Currently through the Youth Offer, we provide labour market support to young people aged 16-24 claiming Universal Credit through a range of tailored interventions to help reduce the barriers young people may face, bringing them closer to work or education.</p><p> </p><p>Jobcentre Plus School Advisers target support to young people that schools have identified as being at greatest risk of not being in work or education, or who may be disadvantaged in the labour market.</p><p><strong> </strong></p>

answer text <p>For financial year 2022/23, we estimate that the number of pensioner units with gross annual income below £15,000 is approximately 1.6 million. Of those, we estimate 0.3 million are in receipt of Pension Credit.</p><p> </p><p>This estimate is based on Pensioners’ Incomes and Households Below Average Income data derived from the Family Resources Survey and covers private households in the United Kingdom. Income is calculated as total income of the pensioner unit, including benefits such as State Pension and Pension Credit, occupational and personal pensions, investment income and earnings.</p><p> </p><p>A pensioner unit can be a single pensioner over State Pension age, a pensioner couple where one member is over State Pension age, or a pensioner couple where both members are over State Pension age.</p><p> </p><p>We want all eligible pensioners to apply for Pension Credit and so the Department is continuing to maximise opportunities to promote Pension Credit.</p><p> </p><p>Like all means-tested benefits, a person’s eligibility for Pension Credit and the amount they may get depends on their specific financial and personal circumstances. Full eligibility criteria are available on gov.uk at the following link: <a href="https://www.gov.uk/pension-credit/eligibility" target="_blank">Pension Credit: Eligibility - GOV.UK (www.gov.uk)</a></p><p> </p><p>That’s why we encourage anyone who thinks they may be entitled to check whether they can get Pension Credit.</p><p> </p><p>This Autumn, we will be directly contacting pensioners who are in receipt of Housing Benefit but who may be eligible for, but not currently claiming, Pension Credit – building on last years ‘Invitation to Claim’ trial.</p><p> </p><p>From 16th September we have launched a Pension Credit awareness campaign across press, radio and social media and I know that the devolved administrations in Wales and Scotland, along with local authorities and organisations such as Age UK, are also undertaking promotional activities.</p>

answer text <p>The last Parliament saw the biggest increase in economic inactivity in nearly 40 years. The employment rate remains 1.4%pts lower than before the pandemic. Only one in six people escape low pay over the course of a decade.</p><p> </p><p>The UK is the only G7 country not to have a higher employment rate than pre-COVID. We are reforming employment support, bringing together Jobcentre Plus and the National Careers Service. The new jobs and careers service will transform our ability to support more people into work and help those on low pay to increase their earnings, which will in turn be vital to supporting our wider economic growth mission.</p><p> </p><p>We will set out our plans in more detail through the forthcoming White Paper to Get Britain Working.</p> more like this
