<p>Fuel duty becomes due to HMRC when fuel leaves the refinery or import warehouse
for onward supply. Although it is included in the cost of fuel at the pump, it is
not paid directly by motorists. On that basis, a fuel duty cut cannot be targeted
at specific individuals – such as holders of Blue Badge parking permits.</p><p> </p><p>In
response to high fuel prices, the Government announced a temporary 5p cut to duty
on petrol and diesel. This is a tax cut for consumers worth £2.4 billion in 2022-23.</p><p>
