answer text <p>It is vital that the tech sector takes a proactive role to prevent online fraud and that the requirement on the sector is proportionate to their ability, as a platform host, to identify online fraud.</p><p> </p><p>In recognition of the responsibility of the tech sector for tackling fraud, the Online Safety Bill will place a requirement on relevant companies to take preventive measures to stop fraudulent content and advertising from appearing on their platforms, or face fines of up to £18m or 10% of their annual turnover. In the interim, the Fraud Strategy, published by the Home Office in May, set out measures to reduce fraud incidents by 10% by the end of the current Parliament, including the announcement that the government would negotiate and agree a voluntary Online Fraud Charter with the tech sector by the end of the summer. We will publish further details on the Charter in due course.</p><p> </p> more like this

answer text <p>The government recognises that while the transition towards digital payments brings many opportunities, cash continues to be used by many people across the UK, including those who may be in vulnerable groups.</p><p> </p><p>The government legislated through the Financial Services and Markets Act 2023 to establish a new legislative framework to protect access to cash. This establishes the Financial Conduct Authority (FCA) as the lead regulator for access to cash and provides it with responsibility and powers to seek to ensure reasonable provision of cash withdrawal and deposit facilities.</p><p> </p><p>Following this, the government recently published a Cash Access Policy Statement, which sets out the government’s policies on access to cash. The FCA is required by law to have regard to these policies when determining its regulatory approach. The FCA will publicly consult on its regulatory approach in due course. The government’s policy statement is available on gov.uk: <a href="https://www.gov.uk/government/publications/cash-access-policy-statement/cash-access-policy-statement" target="_blank">https://www.gov.uk/government/publications/cash-access-policy-statement/cash-access-policy-statement</a></p><p> </p><p>Regarding the ATM network specifically, LINK (the scheme that runs the UK's largest ATM network) has commitments to protect the broad geographic spread of free-to-use ATMs and is held to account against these commitments by the Payment Systems Regulator. LINK has committed to protect free-to-use ATMs more than one kilometre away from the next nearest free ATM or Post Office, and free access to cash on high streets (where there is a cluster of five or more retailers) that do not have a free-to-use ATM or a Post Office counter within one kilometre.</p><p> </p><p>LINK reports that as of June 2023 there are over 38,000 free-to-use ATMs in the UK. answer text <p><strong>T</strong>he government believes that all customers, wherever they live, should have appropriate access to banking and cash services.</p><p> </p><p>The government has legislated to protect access to cash. The Financial Services and Markets Act 2023 provides the Financial Conduct Authority (FCA) with responsibility and powers to seek to ensure reasonable provision of cash access services. The FCA is currently developing its approach and will consult in due course.</p><p> </p><p>Regarding bank branch closures, these decisions are a commercial issue for banks and building societies. The government does not intervene in these decisions or make direct assessments of these branch networks.</p><p> </p><p>Guidance from the Financial Conduct Authority sets out its expectation of firms when they are deciding to reduce their physical branches or the number of free-to-use ATMs. Firms are expected to carefully consider the impact of planned branch closures on the everyday banking and cash access needs of their customers and consider possible alternative access arrangements. This ensures that the implementation of closure decisions is undertaken in a way that treats customers fairly.</p><p> </p><p>Alternative options for access to banking can be via telephone banking, through digital means such as mobile or online banking, and the Post Office. The Post Office Banking Framework allows 99% of personal banking and 95% of business banking customers to deposit cheques, check their balance and withdraw and deposit cash at 11,500 Post Office branches in the UK.</p><p> </p><p>New shared Banking Hubs are also being introduced, providing cash and basic banking services and dedicated space where community bankers from major banks can meet customers of that bank. To date, industry has committed to deliver Banking Hubs in 80 locations. answer text <p>Restricting Child Benefit for those on higher incomes via the High Income Child Benefit Charge (HICBC) ensures that the Government can support the majority of families whilst keeping welfare expenditure sustainable. In 2020-21, the latest year that data is available, 88% of Child Benefit claimants were unaffected by the HICBC.</p><p> </p><p>Moreover, the threshold for HICBC affects taxpayers who are on comparatively high incomes. In 2020-21, 99.7% of those who declared a liability for HICBC paid income tax at the higher rate or above. The Government therefore considers that the current approach to HICBC remains appropriate.</p><p> </p><p>Nonetheless, the Government has introduced improvements recently. In April this year, we announced we would take steps to ensure parents can retrospectively receive a National Insurance credit. This means parents who were eligible to claim Child Benefit but who chose not to are able to protect their future State Pension entitlement. In July, we announced that employed individuals will be able to pay HICBC through their tax code, without the need to register for Self-Assessment, simplifying the process for taxpayers.</p>
