answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>The Government established the National Productivity Investment Fund (NPIF) to increase capital spending for areas critical for improving productivity: housing, transport, digital infrastructure and Research &amp; Development (R&amp;D).</p><p>Digital infrastructure and R&amp;D spending are reserved so UK Government investment, including through the NPIF, covers England, Scotland, Wales and Northern Ireland. The ALD has allowed credit unions to achieve up to 40% administrative savings on delivering loans and reduce provision for unpaid debt by over £1 million. There are also third party suppliers who offer these services on a commercial basis.</p><p> </p><p>The government remains committed to supporting credit unions, which provide vital services to financially under-served communities and contribute to the diversity of the UK’s financial services sector.</p><p> </p><p>At Autumn Budget 2018 the Chancellor announced a new £2 million challenge fund to promote innovative technological solutions from the UK’s Fintech sector to address challenges faced by social and community lenders, including credit unions. The OBR forecast debt levels at the end of March in each year, and do not provide an estimate of the debt level for each month.</p><p>Debt has begun its first sustained fall in a generation, three years before required by the fiscal rules.
