answer text <p>The vehicle tax system supports the objectives set out in the government’s 25 Year Environmental Plan.</p><p> </p><p>Vehicle Excise Duty and Company Car tax are designed to encourage the uptake of cars with low carbon dioxide (CO<sub>2</sub>) emissions to meet our legally binding targets. In addition, at Autumn Budget 2017, the government announced a temporary levy on new diesel cars to encourage manufacturers to bring forward the next generation clean models sooner.</p> more like this

answer text <p>In October 2014, the Government reformed Vehicle Excise Duty (VED) to allow motorists to pay by Direct Debit either monthly, six monthly, or annually. To limit the impact on the public finances a five per cent surcharge was introduced on monthly and six monthly direct debit payments. Previously this surcharge was 10%. This surcharge recognises the loss of interest resulting from delayed payments.</p><p> </p> more like this

answer text <p>It is a long-standing feature of the Vehicle Excise Duty (VED) system that rates for biannual and monthly payments are higher than annual VED.</p><p> </p><p>The Driver and Vehicle Licensing Agency (DVLA) are currently engaged in a programme of large scale technical change to move their services on to new technical platforms. As part of this work, HM Treasury and the DVLA are committed to reviewing the current administration of vehicle tax, including these surcharges.</p><p> </p><p>In the meantime, DVLA does offer a monthly direct debit, which also helps affordability for people who are cash-constrained.</p> more like this

answer text <p>The Chancellor announced at Summer Budget 2015 a reform of Vehicle Excise Duty (VED) to create a new Roads Fund. VED will be reformed for cars first registered from 1 April 2017, existing cars will remain in the current system. From 2020-21 all revenue raised from VED in England will be allocated to the new Roads Fund and invested directly back into the strategic road network. The government will engage with the Devolved Administrations on how the money is allocated there.</p><p> </p> more like this

answer text <p>The updated CO<sub>2</sub> banding in first year rates in the new VED system strengthens the incentive to purchase the cleanest cars including hybrid and plug-in vehicles. Hybrid and plug-in vehicles will also continue to be supported by beneficial rates of Company Car Tax.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p>The premium car supplement will apply to all cars with a list price above £40,000, including zero and low emission vehicles. The supplement applies for the first five years in which the standard rate is paid. Zero-emission cars with a list price below £40,000 will pay no VED for the lifetime of the car.</p><p> </p><p> </p><p> </p><p>The new VED system is not expected to have significant effects on the second-hand car market for zero- or low-emission cars. The reformed VED system will apply to cars first registered from 1 April 2017, so cars in the new system are unlikely to enter the second-hand car market in large numbers until the 2020’s.</p><p> </p>
