answer text <p>Highways England regularly monitors the performance of the Strategic Road Network to ensure its efficient operation and performance.</p><p> </p><p>The A21 Tonbridge to Pembury improvement scheme started construction in Spring 2015 and was completed in summer 2017.</p><p> </p><p>The impact of the completed scheme, which is expected to reduce congestion and improve journey times, will be studied next year (2019) as part of Highways England’s programme of Post Opening Project Evaluation. This will consider journey times and other features of the performance on this section of the A21.</p> more like this

answer text <p>Development work is underway on a new connection at Ashford between High Speed 1 and the Marshlink line, with the aim of improving journey times in the Hastings area. Network Rail reports that work is 80% complete at the design stage. The delivery of the new connection is subject to both identifying a feasible option and funding being secured for it. Design is expected to be complete in January 2019 and will be followed by estimating activity and completion of the business case in February 2019.</p><p> </p><p>Electrification of the railway between Ore and Ashford forms Phase 3 of the High Speed to Hastings &amp; Bexhill initiative (the railway between Bexhill and Ore is already electrified to 750v DC). Currently no funding has been provided for the development of this phase, however bi-mode rolling stock can deliver the desired journey time reductions without incurring the high costs and disruption of electrification.</p> more like this

answer text <p>The Government announced on 5 December that Allan Cook CBE DSc has been appointed as the new Chair of HS2 Ltd. Mr Cook is a chartered engineer with more than 40 years’ international experience in the infrastructure, automotive, aerospace and defence industries.</p><p> </p><p>HS2 has made impressive progress in the past 18 months. The regeneration of the West Midlands and Curzon Street in Birmingham are now well underway.</p><p>HS2 Ltd continues to work with its supply chain partners ahead of main construction work on Phase 1, and is working to deliver services from London to Birmingham from 2026 in line with the target delivery date.</p> more like this

answer text <p>The Government’s Inclusive Transport Strategy, published in July 2018, summarises the various steps the Department is taking to make it easier for disabled people to travel by public transport. Among the commitments in the Strategy are that in 2019, the Department will launch a major campaign in England to raise awareness of disabled passengers’ rights when using the transport system and to promote a supportive travelling experience for disabled people. The Department will also develop and launch an accreditation scheme for transport operators to recognise those which show leadership in improving disabled passengers’ experiences, including through providing appropriate disability awareness training.</p><p> </p><p>The Department will also work closely with the Rail Delivery Group (RDG) to ensure the successful roll-out of a new Passenger Assist application to enable customers to book assistance through a single click. The RDG plan a full roll-out across the rail network from January 2020.</p>

answer text <p>During the time-limited implementation period, EU law will continue to apply in the UK subject to the terms set out in the Withdrawal Agreement.</p><p>After the implementation period, all laws in the UK will be passed by our elected representatives in Belfast, Cardiff, Edinburgh and London. The Political Declaration recognises that the UK may choose to align with the EU’s rules in relevant areas to facilitate trade in goods or security cooperation.</p><p>In the unlikely event that the backstop were to come into effect, a small fraction of EU rules applying today would apply in Northern Ireland and EU rules on state aid would apply in the UK. However, as the Withdrawal Agreement and the Political Declaration make absolutely clear, we do not want or expect the backstop to be needed – and even if it ever were ever to come into effect, it would be strictly temporary.</p><p>The Official Journal of the European Union publishes upcoming EU legislation for implementation. answer text <p>Highways England published evaluation reports for the first three years of the operation of the M25 junctions 5-7 and 23-27 all lane running schemes on 16 July 2018. This included information on non-compliance of red X lane closures.</p><p> </p><p>They indicate an overall red X compliance rate of 94% on both schemes, improved from 93% in the one-year reports. This was measured as a percentage of the total traffic flow during a sample of red X lane closures.</p><p> </p><p>Red X compliance is vitally important, and the majority of drivers obey the signals. Highways England continue to work closely with the Police to issue warning letters to drivers who fail to comply with a red X, as well as developing a range of customer information campaigns. Enforcement of red X violations using automated camera detection is planned to commence in 2019, meaning that anyone who drives through a red X will risk being fined.</p> more like this
