answer text <p> </p><p>There have been discussions with representatives of the haulage industry in a number of broader meetings. The meetings included the Commercial Vehicle Road Safety Forum, the Road Haulage Forum and a driver certificates of professional competence (DCPC) stakeholder meeting for the EU review. The subjects discussed included the potential for DCPC, vehicle design and enforcement to improve safety, including of cyclists and other vulnerable road users.</p><p> </p><p> </p><p> </p><p>Department for Transport officials have also attended meetings about vehicle construction and to develop a best practice standard for construction logistics. These have been in collaboration with the haulage industry and Transport for London, with the objective of improving road safety for cyclists and other vulnerable road users.</p><p> </p><p> </p><p>The Department runs a Safety Sub Group of the Minister's Cycling Stakeholder Forum. This includes members from the haulage industry, such as the Freight Transport Association, Road Haulage Association and Minerals Products Association.</p>

answer text <p>Transport for London has assessed the potential use of the Thames and other waterways in their London Freight Plan.  The Port of London Authority (PLA), the Mayor of London / Greater London Authority (GLA), Transport for London (TfL) and their partners in the public and private sectors have been working to encourage greater use of the Thames for the movement of freight, including that associatedwith infrastructure products in central Londonsuch as Crossrail, the Tideway Tunnel and Blackfriars Station.</p><p> </p><p> </p><p>The Department for Transport's Mode Shift Revenue Support Scheme provides grants to assist companies with the costs associated with running inland water freight transport instead of road, where inland waterway is more expensive. These range from reminder letters and penalties through to court prosecutions and the wheelclamping and/or removal of unlicensed vehicles. These measures have helped to improve compliance and the latest estimates show that vehicle excise duty evasion is at a historic low of just 0.6%.</p><p><strong></strong></p>

answer text <p> </p><p>Following the meeting with my honourable Friend last year, I asked the Highways Agency to look into the case for and against reclassifying the A5 between the M54 and Shrewsbury as a motorway. The Agency has indicated that work to quantify costs associated with such a reclassification is almost complete but that identifying and evaluating the resulting benefits is proving more problematic. Further assessment will be necessary before a robust cost/benefit analysis can be completed. I have asked the Agency to liaise with my honourable Friend as this matter progresses.</p> more like this

answer text <p> </p><p><strong> </strong></p><p> </p><p>The number of young people being killed on our roads is far too high and we are determined to tackle this issue. It is an issue which, understandably, features prominently in the range of representations which we receive about road safety generally.</p><p> </p><p> </p><p> </p><p>As part of our consideration of the way forward, we met the insurance industry on 27 January 2014 to discuss novice drivers and, in particular, our proposed research into the role which telematics can play in changing the behaviours and attitudes of new drivers. My officials regularly talk to the insurance industry and current discussions are aimed at encouraging participation in the research project before we can get it underway. We will publish the results of the research when they are available.</p><p> </p><p> </p><p> </p><p>We will also publish the findings of the focus groups comprising parents, young people and employers which we undertook in order to get a better understanding of the issues from their perspective.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p>
