The department collects data on personal injury road accidents reported to the police, including contributory factors which the police select when they attend the scene. This does not assign blame for the accident but gives an indication of factors the attending officer thought contributed to the accident. This includes the contributory factors of ‘Deposit on road’ and ‘Animal or object in carriageway’, which might be used to record litter and debris.</p><p> </p><p>‘Deposit on road’ includes any deposit arising from human (or animal) activity which has made sections of the road surface slippery or which has caused traction control problems for a vehicle. ‘Animal or object in carriageway’ includes any object which the driver would not expect to find in the carriageway (e.g. dislodged vehicle load, fallen tree) and which caused or contributed to the accident.</p><p> </p><p>There were 1,058 road accidents with a contributory factor of ‘Deposit on road’ and 802 road accidents with a contributory factor of ‘Animal or object in carriageway’ in Great Britain in 2017.</p><p> </p><p>Statistics on the number and proportion of accidents by contributory factor reported are available online in table RAS50001. answer	answer is ministerial correction date of answer 05/07/2019 answer text <p>The Government are investing nearly £1.5bn‎ between April 2015 and March 2021 to support the transition to ultra-low emission vehicles. Through this funding, commercial organisations are able to take advantage of various grants to help buy plug-in cars, vans, lorries, buses, taxis and motorcycles, alongside schemes to support charge point infrastructure at homes, workplaces and on residential streets.</p><p> </p><p> </p><p> </p><p>Government leadership is vital. At the 2017 Autumn Budget, the Government made a commitment that 25% of central government cars will be ultra-low emission by 2022, followed by a further commitment in last year’s Road to Zero strategy that 100% will be ultra-low emission by 2030. In December 2017, the Government updated the Government Buying Standards for transport, including this new commitment. The Government Car Service, managed by the Department for Transport, is on track to meet the targets, with electric vehicles making up 23% of the entire fleet today. The Transport Secretary has written to every government department to reinforce the 2022 pledge. This provided detailed guidance on how each department can drive the transition in their own fleet and asked them to publish a yearly progress report. The CAA is currently planning further work to educate consumers about the rules, and the potential risks of illegal charter flights.</p><p> </p><p>The CAA will prosecute people where there is sufficient evidence, and where it is in the public interest to do so, but enforcement action will vary depending on the circumstances of the incident. It includes educating individuals or organisations on the regulations to avoid breaches, a formal warning, the revocation of licences, approvals or certificates, or criminal investigations and prosecutions.</p><p> </p><p>The CAA publishes the detail and outcome of all successful prosecutions since 2005 on its website at https://www.caa.co.uk/Our-work/About-us/Enforcement-and-prosecutions/. These include successful prosecutions for illegal public transport.
