One currently plans to offer season tickets on smartcards later this year. The Government, in its guidance to ORR this July, made clear that the ORR should use these powers to hold industry to account.</p><p> </p><p>In June, ORR published the results of its audit of train operator websites against the Retail Code of Practice, and has identified areas for improvement in its consumer report. In the first instance this means commuters having access to a smart season ticket, and other travellers being able to buy and use barcode tickets on their mobile phones anywhere on the network. In a recent speech at the National Transport Awards in October, my Rt Hon Friend, the Secretary of State for Transport, set out his goal to establish a special project team in the department, under senior leadership, to work with the industry to introduce season tickets on smart cards within the next 2 years. As announced at the Autumn Statement, the government will spend around £80m to accelerate the roll out of smart ticketing, including season tickets for commuters in the UK’s major cities. The implementation costs of this programme were £66.3m, and the operational costs of this programme since 2010/11 are as follows:</p><p> </p><p>Operational Expenditure Costs</p><p>2012/13 - £2.36m;</p><p>2013/14 - £4.8m;</p><p>2014/15 - £2.94m;</p><p>2015/16 - £2.85m.</p><p> </p><p>The Department has also invested in the South East Flexible Ticketing (SEFT) programme.
