answer text <p>On 16 April 2023, the Government announced that all plans for new smart motorways have been cancelled, recognising the lack of confidence felt by drivers and cost pressures. This means no new smart motorways will be built.</p><p> </p><p>We are focused on investing £900m to add further safety improvements to existing smart motorways, including constructing over 150 extra emergency areas – so that people can continue to get around easily and with increased confidence.</p><p> </p><p> </p><p>Restoring the hard shoulder while maintaining capacity would be hugely disruptive, both for road users and local communities, and come at a significant financial cost, and a potential impact on the overall safety of the road network.</p><p> </p><p>Any reduction in capacity on our Strategic Road Network could put more drivers and passengers at risk of death or serious injury by forcing them on to less safe local roads.</p><p><strong> </strong></p> more like this

The latest data (2016 to 2020) shows that shows that, overall, in terms of serious or fatal casualties, smart motorways are the safest roads on the Strategic Road Network. This covers, for all incident types, the time from when we are first made aware of an incident, to when a traffic officer arrives at the incident on all lane running smart motorways where emergency areas are more than a mile apart.</p><p>The average response time in November was 9 minutes and 22 seconds.</p> more like this

answer text <p>National Highways annual smart motorways safety publications include data about vehicles stopped in live lanes, which shows that a very small proportion of total journeys on any road result in live lane breakdowns. National Highways also monitor and manage the performance of traffic officer attendance times, where emergency areas are more than a mile apart, and stopped vehicle detection times where the system is in place.</p><p> </p><p>The Department meets regularly with National Highways to review operational data and will continue to consider this alongside the wider safety and economic data during the current pause on the roll-out of new smart motorways.</p><p> </p><p>As part of the stocktake action plan in 2020, National Highways committed to faster attendance by more traffic officer patrols where emergency areas are more than a mile apart, reducing the national average time it takes traffic officers to attend incidents from 17 to 10 minutes. In September 2022, National Highways successfully met its revised national target and averaged a response time of 9 minutes 49 seconds.</p><p> </p><p> </p>

answer text <p>In November 2021, the Transport Select Committee published its Third Report of Session 2021-22 following its inquiry into the rollout and safety of smart motorways. The Committee agreed that the Government was right to focus on upgrading the safety of All Lane Running (ALR) smart motorways rather than reinstating the hard shoulder, which the Committee recognised could put more drivers and passengers at risk of death or serious injury on our roads.</p><p>Having carefully considered the Committee’s report, the Department is taking forward all its recommendations. This includes pausing the roll-out of ALR smart motorway schemes yet to commence construction until five years of safety data is available for ALR smart motorways introduced before 2020. We are continuing to act to make sure all existing ALR smart motorways are as safe as possible with over £900m being invested, including for the construction of additional emergency areas and the roll-out of Stopped Vehicle Detection technology across existing ALR motorways.</p>
