answer text <p>One of the Government’s key objectives for the HS2 programme is to deliver a step- change in HS2 Ltd’s performance and to drive improvements in transparency and accountability. Central to that ambition is to place people - the communities, individuals and businesses who are being impacted by the new railway - at the heart of everything the Government does.</p><p> </p><p>It is inevitable that a project the size and scale of HS2 will be disruptive to people who face losing their homes, relocating their businesses or having their community disrupted during construction and the future operation of the railway.</p><p> </p><p>The Government has already introduced a range of property compensation schemes that seek to strike a sensible balance between supporting those affected and protecting the public purse. Nevertheless, the Government is determined to ensure those people and businesses are supported, fairly compensated, and treated with compassion, dignity and respect.</p><p> </p><p>I therefore commissioned a review in May of the HS2 land and property acquisition programme. This review is examining HS2 Ltd’s land and property acquisition processes and, where the evidence demonstrates it, associated wider-government policies. It is looking at what can be done to streamline claims and payments to remove unnecessary delay and frustration for people who are giving up land for the scheme.</p><p> </p><p>Work on the review has involved close joint-working between the Department and HS2 Ltd, and engagement with numerous stakeholders, including all line of route MPs. The Government expects the review to conclude shortly. A copy of the final report and proposals for change will be placed in the Libraries of the Houses of Parliament.</p><p> </p>

answer text <p>HS2 Ltd routinely offers Alternative Dispute Resolution (ADR) to affected parties to resolve disputes in cases where it is not possible to reach agreement by direct negotiation.</p><p> </p><p>Referrals to ADR require the agreement of both HS2 Ltd and the affected party. To date, three statutory blight cases have been determined through ADR. Guidance on ADR was published by HS2 Ltd on 30 May 2018.</p> more like this

answer text <p>To date, HS2 Ltd, acting as agents for the Secretary of State, has taken possession of nearly 60sq km of land and paid £1.74 billion for acquisitions in Phase One.</p><p> </p><p>Where land is being acquired under statutory blight provisions, 216 of blight cases (86%) have a ‘full and final’ settlement.</p><p> </p><p>Where land has been acquired through compulsory purchase, compensation claims have been submitted in 460 cases. Many claimants have not requested full and final payment. As of 4 May 2020, HS2 Ltd has received Advance Payment Requests on 313 cases and further compensation claims (in addition to Advance Payment Requests) on 147 cases. Of these 147 cases, 15 (10%) have been settled as a ‘full and final’ settlement. In the other 132 cases, claimants have either reserved the right to make further compensation claims or negotiation continues.</p><p> </p><p>For payments where HS2 Ltd has possessed land temporarily, 246 claims have been submitted. Of those, 136 (55%) have either been paid, or are ready to be paid but rest with the claimants’ solicitors; 31 (13%) cases are going through HS2 Ltd governance in order to make the payment, and 79 (32%) payments are being negotiated between the claimants and HS2 Ltd.</p>
