The annual value of the service is estimated to be in the region of £3.2 - 3.7m according to the volume of services provided. The duration of the provision of the services is 1 July 2016 to 28 August 2018, with options to further extend the contract by three further periods of twelve months. It has been designed so that physical restraint is avoided as far as possible by recognising young people’s behaviour, and by using a range of de-escalation, diversion and behaviour management techniques to help them deal with it effectively and appropriately. We are committed to reforming youth custody so that it is safer for both young people and staff and better equipped to help young people turn their lives around.</p><p> </p><p>Her Majesty's Chief Inspector of Prisons' inspection took place from 23 January to 3 February 2017. The findings highlighted a need for improvement in the youth custodial estate and we are continuing to take robust action to address the issues identified. At Feltham A, which holds boys aged 15 to 18, we have implemented a range of measures to improve safety including:</p><ul><li>We are recruiting additional staff at Feltham as part of our overall reform to improve safety and rehabilitation.</li></ul><p> </p><ul><li>We are providing young people with a personalised officer to work with on a weekly basis to develop goal-orientated plans, delivered as part of the Custody Support Plan roll-out.</li></ul><p> </p><ul><li>We are progressing with a conflict resolution model to resolve issues between young people in our care.</li></ul><p> </p><ul><li>We are putting in place a revised core day which will facilitate nine hours out of room to effectively occupy the young people in our care.</li></ul><p> </p><ul><li>We continue to deliver a suite of group and one to one interventions and facilitators have now been trained in Anger Replacement therapy which will be delivered to young people</li></ul><p>starting in July 2017.</p><p> </p><ul><li>A new approach to the use of special accommodation has been introduced with the use of a cool down room with appropriate furnishings as an alternative intervention to separation.</li></ul><p> </p><p>In addition, funding has been allocated for the refurbishment of the Enhanced Support Unit for young people with exceptionally complex needs that are unlikely to respond to mainstream services.</p><p>We are confident that we are taking proper and considered action in delivering changes to improve safety and outcomes for the young people in our care at HMP Feltham.</p> answering member printed Lord Keen of Elie question first answered 20/07/2017 15:18:55 answering member 4538 label Biography information for Lord Keen of Elie

answer	answer is ministerial correction date of answer 23/12/2016 answer text <p>A detailed action plan is being developed to address the weaknesses identified by the Chief Inspector and will be published in Spring 2017 on the Inspectorate’s web site.</p><p>As set out in the Prison Safety and Reform White Paper, this Government will be investing over £100 million to recruit an additional 2,500 frontline staff across the prison estate by the end of 2018. This phased approach is to ensure officers are successfully inducted and can learn from experienced officers. From April 2017, we are giving prison governors the power and budget to determine how their prisons are run and the authority to do their own workforce planning, decide what staffing structures best meet their local needs and deciding how to deploy extra staff in prisons. answer	answer is ministerial correction date of answer 09/11/2015 answer text <p>HMP Liverpool is committed to implementing the recommendations of Her Majesty’s Inspectorate of Prisons report of 20 October 2015.</p><p>Hours worked in Industry have increased month on month from 57% to 88%. A new activity centre has been opened and provides additional regime places for 100 prisoners. Vulnerable prisoners have been re-allocated to alternative regime places within the prison following the disbanding of B wing. This unit did not have activity places allocated to it. An experienced temporary Governor was urgently appointed to bring stability and to implement rapid improvements. Subsequently, a new permanent Governor was appointed on 1 February 2015. A review of the staffing levels needed to complete the improvement work required has led to additional staff resources being deployed to the prison. There have been fewer incidents of serious assaults on prisoners and staff, concerted indiscipline and incidents at height since the inspection and there has been a marked improvement in the overall operational stability of the establishment. As with all inspection reports, NOMS will now produce an action plan in response to the recommendations.</p><p> </p><p>Improvements in staffing levels have allowed an increase in the amount of time that prisoners can participate in recreational activities, such as using the gymnasium. It has also enabled prisoners to undertake more educational workshops to enhance employability skills. .</p><p> </p><p>Since the Inspection, HMP Nottingham’s Violence Reduction (VR) Policy has been rewritten and implemented and, in line with the national NOMS VR Policy, requires staff to challenge all forms of violence and apply appropriate sanctions. Additional resources have been allocated to monitoring and managing violence reduction and safer custody. Use of the Independent Adjudicator and/or referral to the Police for consideration of prosecution for violent incidents has increased dramatically. HMP Nottingham continues to challenge all forms of violence and actively promotes a zero tolerance to it. The prison is forging stronger links with the local Police and Crown Prosecution Service to ensure that, where appropriate, prisoners involved in violence are prosecuted.</p><p> </p><p>The operational capacity of HMP Nottingham was reduced, at the time of the inspection, from 1100 to 1060. There are now regular bedding and clothing checks. This helps to recover items that have been stockpiled by prisoners, to ensure fair allocation of clean clothing and bedding.
