answer	answer is ministerial correction date of answer 10/07/2019 answer text <p>MoJ is committed to working in collaboration with the Department of Health and Social Care (DHSC), NHS England (NHSE), Public Health England (PHE) and HM Prison and Probation Service (HMPPS) to deliver safe, decent, effective healthcare for offenders.</p><p> </p><p>Over 4,000 new prison staff are now in post, enabling us to implement initiatives like the key worker role, which allows staff to dedicate time to support individual prisoners. These initiatives and others mean that we will be able to better support individuals with mental health needs in prison.</p><p> </p><p>We have also agreed a Community Sentence Treatment Requirement (CSTR) protocol to support the greater use of community sentences with treatment requirements, including Mental Health Treatment Requirements helping to improve access to treatment for offenders who need it and divert vulnerable offenders away from custody where appropriate. The protocol is currently being piloted at five sites and last month we announced the extension of the programme to include Greater Manchester and London.</p><p> </p><p>The context of how health and justice partners work together to improve mental health provision, and indeed other health issues that that might impact on an individual’s ability to engage with rehabilitation, in both custody and the community, will be set out further in the joint MoJ/ DHSC Health and Justice Plan, which was announced on 20<sup>th</sup> June.</p> answering member constituency Charnwood answering member printed Edward Argar question first answered 10/07/2019 16:43:46 answering member 4362 label Biography information for Edward Argar

answer	answer is ministerial correction date of answer 11/07/2019 answer text <p>Probation services supervise offenders on licence and, if offenders breach their conditions, the Offender Manager will assess their level of risk and, if the conclusion is that the offender cannot be safely managed in the community, will recall the offender to prison. Officials in the Public Protection Casework Section in HM Prisons and Probation Service (HMPPS) will then formally revoke the offender’s licence. Public protection is our priority.</p><p> </p><p>HMPPS engagement about information sharing is primarily with the Police as it is the Chief Constable of each police force who is responsible for operational policing decisions. Police officers will sometimes receive or obtain information about an offender on licence which is relevant for the purposes of determining whether the offender has breached his licence conditions. As part of the new process, the Government is working in partnership with expert stakeholders to develop a bespoke alternative dispute resolution scheme to support unrepresented claimants and enable them to gain, at no cost to themselves, an independent view on the liability decision made by the defendant insurer. This will support and enable both represented and unrepresented claimants to progress Road Traffic Accident related personal injury claims under the new small claims track limit of £5,000. This will mean that children and protected parties will not be required to use the new IT Service and the Pre-Action Protocol. answer	answer is ministerial correction date of answer 11/07/2019 answer text <p>The Prison Operator Framework Competition will increase the diversity and resilience of the custodial services market in England and Wales, by creating a pool of prison operators who can provide high quality, value for money, custodial and maintenance services and enable us to effectively and efficiently manage a pipeline of competition over the next six years.</p><p> </p><p>The estimated projected cost to run the Prison Operator Services Framework Competition and mini-competition for Wellingborough (including costs to date) of £5.5m is estimated to be £2.4m for external support and £3.1m for internal staffing. In addition, we know that access to rehabilitative services such as purposeful activity is an important protective factor for preventing violence and self-harm.</p><p> </p><p>This is why are taking urgent action to improve prison safety and security, alongside reforms to overhaul the system to focus on the rehabilitation of offenders.
