answer text <p>All Prison Officers complete the Prison Officer Entry Level Training which includes sessions on mental heallth, self-harm and suicide and personality disorder. There has very recently been the development of a new course specifically for the female estate called POWER – Positive Outcomes for Women: Empowerment &amp; Rehabilition. This is a two-day programme and is due to be rolled out shortly across the estate. One of the modules specifically refers to mental health in the female estate, with an aim to ensure delegates gain an overview of the mental health needs of female offenders and how this impacts on offending – including understanding the main disorders found in women in prison; the challenges caused by psychosis and schizophrenia; and explores the personality disorder pathway and personality disorder services.</p><p> </p><p> </p><p> </p> more like this

answer text <p>Existing law already provides for a UK national or a UK resident accused of raping a person under the age of 18 abroad to be brought to trial in the UK.</p><p> </p><p>The draft Domestic Abuse Bill includes provision to extend the jurisdiction of our courts to offences of rape committed abroad against a victim aged 18 or over as required by the Istanbul Convention.</p> more like this

answer text <p>The Government intends to launch its call for evidence to evaluate the enforcement agent reforms introduced by Tribunals, Court and Enforcement Act 2007 soon after the summer recess.</p><p> </p><p>Minsters have had no recent meetings with representatives from the bailiff industry to discuss bailiff reform. My officials have met with representatives of the bailiff industry on one occasion since the publication of the one-year review of the 2007 Act in April this year, when the issue of reform was raised.</p><p> </p><p>My officials plan meetings both with representatives of the bailiff industry and with debt advice organisations to inform the call for evidence. I recently met with a representative from StepChange at a meeting where I also met the family of Jerome Rogers, where we discussed the bailiff reforms.</p> more like this

answer text <p>On 27 June we published our female offender strategy, which sets out the Government’s commitment to a new programme of work for female offenders. We want to see fewer women in custody, especially on short-term sentences, and a greater proportion of women managed in the community successfully.</p><p> </p><p>We recognise that short custodial sentences do not deliver the best results for all offenders, particularly female offenders, and that there is persuasive evidence that short custodial sentences of less than 12 months are less effective in reducing reoffending than community penalties.</p><p> </p><p>That is why, as part of the strategy, we have committed to working with local and national partners to develop a pilot for ‘residential women’s centres’ in at least five sites across England and Wales. The aim of the pilot will be to develop a robust evidence base about what could be effective, sustainable and scalable models for improving outcomes for female offenders and reducing the numbers and frequency of women entering and re-entering custody on short custodial sentences. We will take a consultative approach to identifying the most suitable sites, and designing and delivering the pilot models.</p><p> </p><p>We are also investing £5m over two years in community provision for women. As part of this, we have launched an initial £3.5m grant competition for 2018/19 and 2019/20 for community services and multi-agency, whole system approaches across England and Wales. The grant competition for 2018/19 will close on 29 August this year. We recognise that the availability and sustainability of women-specific provision, such as women’s centres, is essential for ensuring that we can deliver the vision we have outlined in the strategy.</p>

answer text <p>The Legal Aid Agency (LAA) monitors capacity across criminal legal aid contracts on a regular basis and takes action to ensure ongoing availability of advice to the public by working closely with its existing providers to ensure adequate provision.</p><p> </p><p>The LAA was recently notified by West Midlands Police of its decision to close Solihull Custody Suite for a period of 6 months from Monday 16th July 2018. West Midlands Police have confirmed that most of those arrested and previously taken to Solihull will generally be taken either to Coventry or Perry Barr, depending on the location of the arrest.</p><p> </p><p>Following this announcement, the LAA has concluded a consultation with duty scheme members of the Solihull, Birmingham and Coventry Scheme Areas. As a result of that consultation the LAA has decided to implement the approach that the majority of respondents favoured, namely the merging of the Solihull and Coventry duty schemes.</p><p> </p><p>The LAA anticipates that these arrangements will ensure that current levels of advice provision remain in place for those that need it in Solihull and Coventry, but will continue to monitor to ensure adequate provision.</p>

answer text <p>We are committed to ensuring that victims get the support they need to cope with and, as far as possible, recover from the effects of crime.</p><p> </p><p>Rape support centres are funded from a number of different sources, including the Ministry of Justice (MoJ).</p><p> </p><p>In 2017/18 the MoJ directly allocated around £7.2m as a contribution to 97 Rape Support Centres across England and Wales to provide independent, specialist support to female and male victims of sexual violence, including victims of child sexual abuse. An additional 4.1% uplift was also allocated to all rape support centres in recognition of the increasing demand for support.</p><p> </p><p>In 2017/18 the MoJ also allocated around £68m to Police and Crime Commissioners to locally commission emotional and practical support services for victims of crime, including services for victims of sexual violence.</p><p> </p><p>In the West Midlands, 4 centres are part-funded nationally by the MoJ, including 1 centre in Coventry.</p>

answer text <p>The Government is absolutely clear that victims of domestic violence must have access to the help that they need, including access to legal aid.</p><p> </p><p>Legal aid is available for the purpose of obtaining urgent protection via the courts and this funding is not subject to evidence requirements. Legal aid is also available, to those affected by domestic violence, for private family matters such as child contact and financial arrangements following separation. In these cases objective evidence is required and a letter from a health professional, which does not have to be a GP, is one of the types of evidence that can be accepted. We are aware that a small number of GPs have been charging for this but we do not believe that there is a need to do so.</p><p> </p><p>In July to September of 2016 the number of applications for legal aid for private family matters in which evidence of domestic violence is required was 26% higher than the same quarter of the previous year and the proportion of applications granted has increased to over 75% in the last three quarters.</p>

answer text <p>Data on the number of prisoners released on temporary license (ROTL), of which resettlement overnight release is one type, is published quarterly, and data for each year going back to 2002 is published on gov.uk.</p><p> </p><p>We reviewed the approach to ROTL in 2013 to ensure risks are being managed effectively and there is now a greater focus on: linking the ROTL activity to the individual’s sentence plan; countering any presumption to temporary release; and, an improved risk assessment and management approach, particularly with the most serious offenders. This has, however, had an unintended consequence – restrictions to improve risk management of the most serious offenders, have resulted in lower risk offenders not being able to benefit from ROTL.</p><p> </p><p>We will maintain the improvements made while allowing governors greater discretion in how they tailor their ROTL regime to the circumstances of each offender. We know that three of the most powerful factors helping to keep ex-offenders from re-offending are a good job, strong family ties and a stable place to live - ROTL makes all of them easier to achieve. Public protection is our top priority and we have no intention of changing the full risk-assessment offenders on ROTL must undergo and any non-compliance will be dealt with robustly.</p>
