There has very recently been the development of a new course specifically for the female estate called POWER – Positive Outcomes for Women: Empowerment &amp; Rehabilition. This is a two-day programme and is due to be rolled out shortly across the estate. My officials have met with representatives of the bailiff industry on one occasion since the publication of the one-year review of the 2007 Act in April this year, when the issue of reform was raised.</p><p> </p><p>My officials plan meetings both with representatives of the bailiff industry and with debt advice organisations to inform the call for evidence. We want to see fewer women in custody, especially on short-term sentences, and a greater proportion of women managed in the community successfully.</p><p> </p><p>We recognise that short custodial sentences do not deliver the best results for all offenders, particularly female offenders, and that there is persuasive evidence that short custodial sentences of less than 12 months are less effective in reducing reoffending than community penalties.</p><p> </p><p>That is why, as part of the strategy, we have committed to working with local and national partners to develop a pilot for ‘residential women’s centres’ in at least five sites across England and Wales. The aim of the pilot will be to develop a robust evidence base about what could be effective, sustainable and scalable models for improving outcomes for female offenders and reducing the numbers and frequency of women entering and re-entering custody on short custodial sentences. We will take a consultative approach to identifying the most suitable sites, and designing and delivering the pilot models.</p><p> </p><p>We are also investing £5m over two years in community provision for women. As part of this, we have launched an initial £3.5m grant competition for 2018/19 and 2019/20 for community services and multi-agency, whole system approaches across England and Wales. The grant competition for 2018/19 will close on 29 August this year. answer	answer is ministerial correction date of answer 21/06/2018 answer text <p>The Legal Aid Agency (LAA) monitors capacity across criminal legal aid contracts on a regular basis and takes action to ensure ongoing availability of advice to the public by working closely with its existing providers to ensure adequate provision.</p><p> </p><p>The LAA was recently notified by West Midlands Police of its decision to close Solihull Custody Suite for a period of 6 months from Monday 16th July 2018. West Midlands Police have confirmed that most of those arrested and previously taken to Solihull will generally be taken either to Coventry or Perry Barr, depending on the location of the arrest.</p><p> </p><p>Following this announcement, the LAA has concluded a consultation with duty scheme members of the Solihull, Birmingham and Coventry Scheme Areas. answer	answer is ministerial correction date of answer 04/12/2017 answer text <p>We are committed to ensuring that victims get the support they need to cope with and, as far as possible, recover from the effects of crime.</p><p> </p><p>Rape support centres are funded from a number of different sources, including the Ministry of Justice (MoJ).</p><p> </p><p>In 2017/18 the MoJ directly allocated around £7.2m as a contribution to 97 Rape Support Centres across England and Wales to provide independent, specialist support to female and male victims of sexual violence, including victims of child sexual abuse. answer	answer is ministerial correction date of answer 09/02/2017 answer text <p>The Government is absolutely clear that victims of domestic violence must have access to the help that they need, including access to legal aid.</p><p> </p><p>Legal aid is available for the purpose of obtaining urgent protection via the courts and this funding is not subject to evidence requirements. Legal aid is also available, to those affected by domestic violence, for private family matters such as child contact and financial arrangements following separation. In these cases objective evidence is required and a letter from a health professional, which does not have to be a GP, is one of the types of evidence that can be accepted. answer	answer is ministerial correction date of answer 09/02/2017 answer text <p>Data on the number of prisoners released on temporary license (ROTL), of which resettlement overnight release is one type, is published quarterly, and data for each year going back to 2002 is published on gov.uk.</p><p> </p><p>We reviewed the approach to ROTL in 2013 to ensure risks are being managed effectively and there is now a greater focus on: linking the ROTL activity to the individual’s sentence plan; countering any presumption to temporary release; and, an improved risk assessment and management approach, particularly with the most serious offenders. This has, however, had an unintended consequence – restrictions to improve risk management of the most serious offenders, have resulted in lower risk offenders not being able to benefit from ROTL.</p><p> </p><p>We will maintain the improvements made while allowing governors greater discretion in how they tailor their ROTL regime to the circumstances of each offender. We know that three of the most powerful factors helping to keep ex-offenders from re-offending are a good job, strong family ties and a stable place to live - ROTL makes all of them easier to achieve.
