answer text <p>As you are aware, on 26 June, I updated the House of Commons Justice Committee on our plans to build the first prison in our prison estate transformation programme at the former HMP Wellingborough through public capital, with construction work expected to begin late 2018/early 2019. We intend to launch a competition to appoint a framework of prison operators, from which we will select the operator for the new prison at Wellingborough and potentially further prisons following expiry of current private sector contracts.</p><p> </p><p>All of the above, including analysis of any bids against a public sector benchmark, will be subject to the usual value for money and affordability tests through a process involving the Ministry of Justice, HM Treasury and the Cabinet Office. Contracts will not be awarded if bids do not meet quality or value for money thresholds.</p> more like this

answer text <p>HM Prison and Probation Service (HMPPS) has, since 20 August, exercised its right under the contract to step in and take over the running of HMP Birmingham for an initial period of six months.</p><p> </p><p>The additional cost of the step-in action, including HMPPS staff, has yet to be finalised. However, it, together with any reduction in the price for cells taken out of operational use, will be recovered from G4S in accordance with the contract.</p><p>The deployment of staff between prisons on Detached Duty (DD) is a regular and normal part of prison resourcing. DD allocation is only planned three months in advance and therefore it is not possible to provide data for the next six months. The number of Prison Officers deployed on DD also varies from one week to the next in order to reflect operational circumstances. answer text <p>HM Prison and Probation Service (HMPPS) has (since 20 August) exercised its right under the contract to step in and take over the running of HMP Birmingham for an initial period of six months. This ‘step in’ action means that we can provide additional resources and support to the prison in order to directly address the areas of failure identified, and can subsequently recover the cost of doing so from G4S in accordance with the terms of the contract.</p><p> </p><p>We have already allocated experienced HM Prison and Probation Service officers to bolster existing staffing at HMP Birmingham, and an initial 32 experienced public sector officers have begun working at the prison. answer text <p>HM Prison and Probation Service (HMPPS) has (since 20 August) exercised its right under the contract to step in and take over the running of HMP Birmingham for an initial period of six months. This ‘step in’ action means that we can provide additional resources and support to the prison in order to directly address the areas of failure identified, and can subsequently recover the cost of doing so from G4S in accordance with the terms of the contract.</p><p> </p><p>We have already allocated experienced HM Prison and Probation Service officers to bolster existing staffing at HMP Birmingham, and an initial 32 experienced public sector officers have begun working at the prison. answer text <p>Further to my written response to PQ 168118 there is no intention to publish the advice on whether the public sector would bid as part of any competition to operate new-build prisons.</p><p> </p><p>On 26 June I updated the House of Commons Justice Committee on our plans to build the first prison in our prison estate transformation programme at the former HMP Wellingborough through public capital, with construction work expected to begin late 2018/early 2019.</p><p> </p><p>We intend to launch a competition to appoint a framework of prison operators, from which we will select the operator for the new prison at Wellingborough and potentially further prisons following expiry of current private sector contracts. HM Prison and Probation Service will not bid to run the new prison at Wellingborough. However, there will be a ‘public sector benchmark’ against which operators’ bids will be assessed. Contracts will not be awarded if bids do not meet quality or value for money thresholds and all of the above will be subject to the usual planning approvals, value for money and affordability tests.</p>
