We have a strong legal framework in place to deal with the perpetrators of hate crime, and we have asked the Law Commission to undertake a full review of the coverage and approach of current hate crime legislative provisions, which will further strengthen this.</p><p>The Government is now considering a range of options to tackle hate crime beyond the current hate crime action plan. answer	answer is ministerial correction date of answer 18/05/2021 answer text <p>The £4.8 billion Levelling Up Fund will invest in infrastructure that improves everyday life across the UK, including regenerating town centres and high streets, upgrading local transport, and investing in cultural and heritage assets.</p><p>The Fund will operate UK-wide, extending the benefits of funding for priority local infrastructure across all regions and nations.</p><p>The prospectus published at Budget provides guidance for local areas on how to submit bids for the first round of funding for projects starting in 2021-22. This includes guidance on the process for submitting bids, the types of projects eligible for funding, and how bids will be assessed.</p><p>Capacity funding will also be allocated to the local authorities measured as highest need in England, and all local authorities in Scotland and Wales to build a new relationship with the UK Government. Nevertheless, in making investments, authorities must ensure they comply with the Prudential Framework, including the four statutory codes.</p><p>Recent changes to the operation of the Public Works Loan Board (PWLB) are designed to stop local authorities from accessing PWLB borrowing if they are planning on undertaking investments primarily for yield. Government is also working closely with CIPFA on its revised statutory Prudential Code. answer	answer is ministerial correction date of answer 21/05/2021 answer text <p>Blanket bans against tenants in receipt of benefits have no place in a fair and modern housing market. The Government has worked with the lettings industry to agree an approach to end this practice. Major lettings portals Zoopla and Rightmove agreed to stop the use of 'No DSS' adverts on their websites, and several major lenders agreed to remove restrictions on mortgages which prevented landlords from letting to tenants on benefits. <br> <br>We will continue to encourage landlords to look at all tenants on an individual basis. Current legislation prohibits acts of discrimination against individuals on the basis of a number of protected characteristics. Where a prospective tenant believes that they have been discriminated against, they should seek independent legal advice or contact Citizens’ Advice for free, impartial advice.</p><p>Additionally, it is a legal requirement for letting and managing agents in England to belong to one of the two Government approved redress schemes. If a prospective tenant feels that a letting agent is acting unfairly or continues to offer a poor service, they can raise a formal complaint.</p><p>The Government is committed to delivering a fairer and more effective rental market for all tenants, including our intention to abolish Section 21 ‘no fault’ evictions and introduce a lifetime deposit to ease the burden when moving house. Council tax contributes to the cost of delivering a wide range of local services, including adult social care, children’s services and police and fire services. answer	answer is ministerial correction date of answer 18/05/2021 answer text <p>We have not made such an assessment.</p><p>In the planning White Paper, <em>‘Planning for the Future’</em>, we proposed a new infrastructure levy which would be partially charged on permitted development rights. The new Infrastructure Levy would be extended to better capture changes of use which require planning permission, even where there is no additional floorspace, and for some permitted development rights including office to residential conversions and new demolition and rebuild permitted development rights. This approach would increase the levy base, and would allow these developments to better contribute to infrastructure delivery and making development acceptable to the community.</p><p>The consultation on <em>‘Planning for the Future’</em> closed on 29 October. We are analysing the consultation feedback thoroughly and holding meetings with industry and local authority representatives to understand the implications of our proposals.
