The consultation included proposals on establishing a register for buildings within scope of the new regime and proposals on construction products. The consultation included an analytical overview of the proposals. It is for local authorities to calculate their development needs which influences the level of development authorities plan for.</p><p><br> Through the Housing Delivery Test the delivery of the number of homes planned is measured. We published the first measurement on 19 February 2019 and they can be found on <a href="https://www.gov.uk/government/publications/housing-delivery-test-2018-measurement" target="_blank">https://www.gov.uk/government/publications/housing-delivery-test-2018-measurement</a>.</p><p><br> The National Planning Policy Framework introduced a standard method for assessing the minimum number of homes that an area needs. This includes £60 million that has been distributed between all local authorities in England, and an additional £8.15 million allocated to further support councils which either have, or are near to, a major air, land or sea port to ensure they continue to operate efficiently. <br> <br> The additional funding for councils with ports is to boost those councils’ capacity and help them put in place measures that will protect the services that residents, communities and businesses rely upon. The allocations for this funding have been based on a number of factors including the expected impact on the local area, the amount of EU goods received by port areas into the country and the areas’ wider importance to the UK’s trade network. The Act requires that the Code be developed in consultation with stakeholders. In this spirit, the government is keen not to pre-empt the stakeholder engagement process, which will determine the content of the Code. We are currently considering the options for the delivery of the Code, as well as the format for engaging stakeholders, and will make an announcement in due course.
