Only where a property is available for short-term lets for 140 days or more per financial year, is it considered a holiday-let, and therefore assessed for business rates instead. answer	answer is ministerial correction date of answer 19/10/2018 answer text <p>On 28 March 2018 the Regulator published its latest regulatory judgement for Clarion Housing Group following an in-depth assessment, which gave the Regulator assurance that Clarion’s leadership and governance arrangements are sufficient to support the delivery of its objectives and adequately control the organisation.</p><p>While Parliament sets the framework within which the Regulator operates, the Government cannot interfere in individual regulatory decisions and therefore I cannot direct the Regulator to publish specific details of its investigation. Recommendations were made for appointments, which the then Housing Minister, on behalf of the then Secretary of State and the Prime Minister, agreed to.</p><p>Work has begun to launch a further recruitment campaign to strengthen the board of the Regulator of Social Housing. We expect to make an announcement on the next steps for starter homes in the near future.</p><p>In the meantime we are supporting people's aspirations to buy through a range of initiatives including Help to Buy, Right to Buy, greater funding for Shared Ownership and Rent to Buy. Since Spring 2010 Government-backed schemes have helped over 481,000 households to buy a home and the number of first-time buyers is at a nine-year annual high. It is currently too early to fully understand the effectiveness of the Act.</p><p>We intend to publish the first homelessness statistics since the Act came into force from our new case-level information system, in December 2018, as experimental statistics. We have also committed to reviewing the implementation of the Act, including its resourcing and how it is working in practice, within two years.
