answer text <p>The Government has introduced significant financial measures to help support tenants to continue to pay their living costs, including rental payments. This includes support for businesses to pay staff salaries, strengthening the welfare safety-net with a £7 billion boost to Universal Credit, and increasing the Local Housing Allowance rates so that they are set at the 30th percentile of market rents in each area. We have also made £500 million available to fund households experiencing financial hardship.</p><p>Emergency legislation is now in place so that landlords will not be able to start proceedings to evict their tenants for at least a three-month period. The courts have also suspended housing possession proceedings. As a result of these measures, no tenant in private or social accommodation needs to be concerned about the threat of eviction during this time.</p><p>We have also been clear in guidance that there is a need for landlords to offer support and understanding to tenants – and any guarantor – who may see their income fluctuate.</p>

answer text <p>The emergency legislation is not retrospective and does not apply to notices issued before the legislation comes into force.</p><p>The Lord Chief Justice issued guidance to judges on 19 March stating that applications to suspend warrants of possession should be prioritised, and that judges dealing with any possession claim during the crisis must have in mind the public health guidance and should not make an order that risks impacting on public health.</p><p>We have also asked bailiffs and landlords to review all upcoming evictions, taking into account the current coronavirus public health guidance.</p><p>We will also expect landlords to carefully consider existing cases and approach these sympathetically in light of the new challenges raised by the pandemic.</p> more like this

answer text <p>Depending on the contractual provisions of the tenancy agreement, during the fixed term a tenant can still exercise a break clause in the tenancy agreement or negotiate a surrendering of the tenancy with the landlord. There are no plans to amend the existing process for surrendering a tenancy or to make changes to the basic contractual position of the tenant remaining liable for the rent for the whole of the fixed term.</p><p>On 18 March, we announced a radical package of measures to protect renters and landlords affected by coronavirus. Emergency legislation has been brought forward as an urgent priority so that landlords will not be able to start proceedings to evict tenants for at least a three-month period. As a result of these measures, no renter in private or social accommodation needs to be concerned about the threat of eviction during this time.</p> more like this

answer text <p>No change is being made to the basic contractual position of the tenant remaining liable for rent for the whole period of the fixed term of a tenancy agreement. However, depending on the contractual provisions of the tenancy agreement, during the fixed term of a tenancy a break clause in the tenancy agreement may be effected to bring that fixed term period to an end. A new tenancy could then be agreed between both landlord and tenant on different terms, including the specified amount of rent lawfully due.</p><p>If the fixed terms of an assured shorthold tenancy have expired, and the tenancy is a statutory periodic tenancy, the terms of the tenancy agreement can be modified where mutually agreed by a landlord and a tenant and confirmed in writing.</p><p>Any landlord wishing to modify a tenancy agreement with a tenant should seek legal advice in the first instance.</p> more like this

answer text <p>Homes England do not award grants directly to modular housing businesses; however, they provide support for the uptake of modern methods of construction (MMC) in a number of other ways.</p><p>Our Local Authority Accelerated Construction programme aims to increase the speed of build out and use of MMC where appropriate. Homes England currently has contracts in place with local authorities for 7,514 units, all of which include some aspects of MMC.</p><p>Through our £4.5 billion Home Building Fund, Homes England provide development finance to developers using MMC and have also invested directly into a MMC factory.</p><p>Homes England’s MMC pilot site research programme will also allow us to benchmark a range of MMC types against traditional methods, to provide industry with much-needed data on emerging technologies.</p><p>It is well recognised that new technology and innovation has improved productivity, safety, quality and choice across a range of sectors and we are keen to see the same happen in housing. This is especially true if we are to meet our environmental targets. The Government understands the value of MMC markets internationally, and that Britain could do more in this area.</p>

answer text <p>Since Budget 2016 the Government has introduced business rates measures in England worth more than £13 billion over the next five years. This includes switching the indexation of business rates from the retail price index to the consumer price index, representing a cut in rates to all ratepayers, including childcare providers, worth around £6 billion over the next five years. answer text <p>Government intervention to provide funding to speed up the removal of unsafe Aluminium Composite Material (ACM) cladding is wholly exceptional. This is based on the unparalleled fire risk ACM poses. The Government has consistently made clear that building safety is the responsibility of the building owner. We have published guidance to reiterate the importance of building owners assessing their buildings and ensuring that non-ACM cladding systems are safe.
