The Government has been considering the Committee’s report and recommendations and will introduce the Bill as soon as Parliamentary time allows. answer text <p>The Building Act 1984 already enables building regulations to be made on matters such as sustainable development and the security of buildings, as well as the health and safety of persons using buildings, and measures to meet these objectives can also have benefits for property protection. The Government has no plans to extend the scope of building regulations at present specifically to address property protection, but will keep this matter under review. In particular, Government will be undertaking research into how fire safety legislation in other countries addresses property protection issues.</p><p> </p> more like this

answer text <p>The proposed Building Safety Charge has been designed to ensure that the costs leaseholders pay for building safety measures are transparent and reasonable. We envisage this will include ongoing costs, such as those for the Building Safety Manager, and powers for the Secretary of State to exclude specific costs from being re-charged.</p><p>The department is working on proposals to protect leaseholders from unfair costs caused by historic building safety defects.</p> more like this

answer text <p>In April 2020 the Government announced changes to the guidance to the building regulations (Approved Document B) lowering the height threshold from 30 metres to 11 metres for sprinklers in new build blocks of flats, or where existing blocks of flats are undergoing major renovation.</p><p>That change to Approved Documents B also introduced new guidance on providing better wayfinding signage, to assist evacuations and provide safer passage for firefighters and residents around and out of buildings.</p><p>Both of these safety provisions come into effect on 26 November 2020 and were widely welcomed as an important contribution towards resident safety – supported by residents, the fire service and the insurance industry as an important step forward to reducing casualties and protecting property in the event of fire within flats.</p><p>Developers will meet the costs of installation of sprinklers and better wayfinding signage in new buildings as part of the overall build cost. When buying a new flat with sprinklers installed, depending on the service charge provisions in their leases, leaseholders may be required to pay for maintenance and associated repairs of sprinklers and signage.</p>

answer text <p>The Building Safety Bill will establish a new, more stringent regime for higher-risk buildings, both in design and construction and for the building in use. It will also drive improvements in building safety and performance standards in all buildings, driving culture change and incentivising compliance. The Bill will ensure that building safety standards are effectively enforced but the standards are not set out in the Bill itself.</p><p>A technical review of Approved Document B (fire safety) of the building regulations is underway. The scope of fire protection requirements will be considered as part of the review, including whether it should be extended to the protection of property in addition to life safety. answer text <p>It is the responsibility of building owners to ensure their buildings are safe for residents. The Government also expects those building owners that have already committed to fund remediation to continue to pay and not pass on remediation costs to leaseholders.</p><p>The new fund is designed to remove financial barriers where building owners do not have the means to fund remediation quickly. Where work was completed or underway before 11 March 2020, resident safety is already being prioritised. In such circumstances leaseholders facing charges for remediation costs should confirm that their building owner sought to recover costs from those originally responsible for the defects or through warranty and insurance claims, where possible.</p> more like this
