answer	answer is ministerial correction date of answer 01/02/2016 answer text <p>Melanie Dawes, the Permanent Secretary and Accounting Officer for the Department for Communities and Local Government, replied to Sir Peter Brown the chairman of Cambridgeshire and Peterborough Fire Authority, on 30 December. That letter reiterated the Government’s position that all parts of the public sector should continue to demonstrate restraint in the pay and reward offered to senior staff, and should ensure that the way that their workforces are managed is truly in the interests of taxpayers.</p><p>While fire and rescue authorities are independent employers and it is for their leadership to make local decisions about the pay, reward and appointment of their staff, the Government has taken a number of steps to increase the transparency and accountability of these local decisions, not least through the Localism Act 2011 and its associated guidance.</p><p>These measures have helped create the conditions in which decisions on senior remuneration are rightfully subject to significantly greater scrutiny, ensuring the public have the information they need to hold councillors to account at the ballot box.</p> answering member constituency Hemel Hempstead answering member printed Mike Penning question first answered 01/02/2016 17:22:12 answering member 1528 label Biography information for Sir Mike Penning

answer	answer is ministerial correction date of answer 28/01/2016 answer text <p>Pending the outcome of the review announced in the response to the report of the Home Affairs Select Committee, we will seek to ensure a proportionate response to the sale of poppers by all those enforcing the legislation and that this approach is reflected in the guidance currently being drafted by enforcement partners.</p><p>The Bill has lower penalties than the Misuse of Drugs Act 1971 and provides for civil sanctions, as an alternative to a criminal prosecution, to enable law enforcement agencies to adopt a graded response in tackling the trade in the range of psychoactive substances. Decriminalisation would not eliminate the crime committed by the illicit trade, nor would it address the harms associated with drug dependence and the misery that this can cause to families and communities.</p><p>The Government’s approach to drugs, based on our balanced 2010 Drug Strategy, remains clear. We must prevent drug use in our communities and support people dependent on drugs through treatment and recovery. The relocation of refugees can be a sensitive issue for some local areas who have agreed to participate.
