Breathing Space is a statutory debt repayment plan which aims to give people in problem debt the opportunity to take control of their finances and put them on a sustainable footing. The scheme includes a specific mechanism to make it easier for people experiencing a mental health crisis to access support. A response to the consultation will be published in due course.</p><p>The National Suicide Prevention Strategy highlights groups that need tailored approaches to address their mental health needs to reduce their suicide risk, including people who are vulnerable due to social or economic circumstances. We are working with the local government sector to assess the effectiveness of those plans, and a report will be published shortly that highlights areas of best practice and areas for improvement. answer	answer is ministerial correction date of answer 30/04/2019 answer text <p>The Five Year Forward View for Mental Health set a target for every local area to develop a multi-agency suicide prevention plan that demonstrates how they will implement interventions targeting high-risk locations and supporting high-risk groups within their population. As of March 2019 all local authorities have confirmed with Public Health England that they have a plan in place that has been agreed with their local partners.</p><p>The Department is working with the Association of Directors of Public Health and local government sector to assess the effectiveness of local suicide prevention plans, and a report will be published in spring with findings and themes, including areas for improvement and areas of best practice which can be shared across local authorities. answer	answer is ministerial correction date of answer 04/02/2019 answer text <p>Protecting the mental health of our children and young people is a top priority for this Government and is a core part of the National Health Service Long Term Plan. The cross-Government suicide prevention workplan highlights steps we are taking across Government to reduce suicides in children and young people, including implementation of the Children and Young People’s Mental Health Green Paper, addressing online harms through the forthcoming Online Harms White Paper, action to tackle bullying, and action to improve support for university students.</p><p> </p><p>The Government takes the issue of loneliness, and the impact it can have on people’s wellbeing, seriously, which is why the Department for Digital, Culture, Media and Sport published the Cross-Government Loneliness Strategy last year. The strategy includes a number of commitments across Government to tackle youth loneliness. The Department of Health and Social Care is working across central and local government to implement the National Suicide Prevention Strategy, which includes collaboration with the Department for Digital, Culture, Media and Sport.</p><p> </p><p>The Department has also noted the report published by the Samaritans on 21 January 2019 into loneliness, suicide and young people, and will consider its findings.</p><p> </p><p>The National Suicide Prevention Strategy highlights that addressing suicide prevention in children and young people requires tailored approaches to meeting their mental health needs.</p><p> </p><p>We are working with local government to ensure every local area in England has an effective suicide prevention plan in place. Public Health England provided suicide prevention planning guidance to local authorities to support them in developing their plans, which advises that local plans should implement the key areas for action in the National Strategy, including implementing tailored approaches to meet the needs of children and young people. This guidance highlights research published by the National Confidential Inquiry into Suicide and Safety in Mental Health, which found that social isolation and withdrawal was a common theme in suicide by children and young people. The self-assessment responses and the local plans are being analysed by an independent researcher and the results will be considered by an expert panel. This process will help to identify areas for improvement for local plans and areas of best practice which can be shared across the local government sector. Over the five years of the current spending review period we are making over £16 billion of grant funding available to local authorities in England exclusively for use on improving health. Reported spend on public mental health rose from £42.7 million in 2016/17 to £50.5 million in 2017/18, an increase of 18%.</p><p> </p><p>We are investing £25 million in suicide prevention over the next three years. The first sustainability and transformation partnership (STPs) received their share of this funding last year. The NHS Long Term Plan set out a commitment to ensure this funding is rolled-out to other STP areas and NHS England is determining the priorities for the second round of funding in 2019/20.</p><p> </p><p>Every local authority has a suicide prevention plan in place or in development and we are working in partnership with the local government sector to ensure the effectiveness of those plans. This process will help to identify areas for improvement for local plans and areas of best practice which can be shared across the local government sector.
