Since April 2017, agency costs have consistently been below 5% of overall pay costs and have now fallen to 4.4%. NHS provider organisations invest more than £3 billion of capital annually. 2019-20 NHS planning guidance makes clear that providers should ensure capital investments are consistent with their clinical strategies and how they demonstrate the delivery of safe, productive services.</p><p>We recognise the challenge for providers in maintaining their existing estates and investing in new facilities.
