The United Kingdom is fully committed to continuing the close working relationship with our European partners. As part of our ambition for a broad and dynamic co-operation, the UK would like to find a way to continue to collaborate with the EU, in the interests of public health and safety; including to ensure that cross-border trade with the EU is as frictionless as possible. answer text <p>The Care Quality Commission (CQC) is the independent regulator of health and adult social care providers in England. All providers of regulated activities must register with the CQC and follow a set of fundamental standards of safety and quality.</p><p> </p><p>The fundamental standards describe the basic requirements that care providers, including care homes, should always meet, and set out the outcomes that services users should always expect.</p><p> </p><p>The standards include requirements regarding the facilities and equipment care homes must have. One refers to premises and equipment, and requires that the provider must ensure that all premises and equipment are clean, secure, suitable for the purpose used, properly maintained and appropriately located for the purpose for which they are used.</p><p> </p><p>A further standard refers to safe care and treatment and includes a requirement that equipment used by the provider is safe, used in a safe way and that sufficient quantities are available to ensure the safety of service users and to meet their needs.</p><p> </p><p>The CQC inspects against the standards and has a range of enforcement powers that it can employ if it finds a provider is not following them.</p><p> </p><p>Following inspection, the CQC rates providers on a four point scale - outstanding, good, requires improvement and inadequate. These ratings give patients and the public a fair, balanced and easy to understand assessment of performance and quality. Services rated inadequate receive help to improve, but any that are unable or unwilling to do so face closure.</p>

answer text <p>The commitment that ‘all patients who have operations cancelled, on or after the day of admission (including the day of surgery), for non-clinical reasons to be offered another binding date within 28 days, or the patient’s treatment to be funded at the time and hospital of the patient’s choice’ is included as a pledge in the Handbook to the NHS Constitution. A copy is attached.</p><p> </p><p>Every quarter, NHS England publishes the number of operations cancelled at the ‘last minute’ for non-clinical reasons. A last minute cancellation is defined as ‘when a patient’s operation is cancelled by the hospital on or after the day of admission (including the day of surgery) for non-clinical reasons’. The financial sanction for not meeting the pledge in 2016-17 is non-payment of costs associated with cancellation and non-payment or reimbursement (as applicable) of the re-scheduled episode of care.</p><p> </p><p>Every month, NHS England also publishes data on urgent operations that are cancelled by the trust for non-medical reasons, including those cancelled for a second or subsequent time. This includes all urgent operations cancelled, not just those cancelled at the last minute. Although there is no pledge for cancelled urgent operations, NHS England has set a National Quality Requirement that no urgent operation should be cancelled for a second time, and the NHS Standard Contract provides for a financial sanction of £5,000 per incidence.</p>

answer text <p>This Government is working to reduce stigma around mental health and supports all campaigns, including #itaffectsme, in this area. Any campaign, such as #itaffectsme, which raises awareness in mental health issues, is welcomed. In his speech announcing almost a billion pounds in investment into mental health services on 11 January, the Prime Minister recognised the need to reduce the stigma around mental illness. He said that, ‘as a country, we need to be far more mature about this. Less hushed tones, less whispering; more frank and open discussion. We need to take away that shame, that embarrassment, let people know that they’re not in this alone’.</p><p><br> We continue to provide financial support to the Time to Change programme which works to reduce the stigma associated with mental health and to encourage people to talk about mental health issues and seek help when needed. We are working with the programme and funders to develop the next stage of the programme.</p><p> </p> more like this

answer text <p>The Department is committed to supporting the social care apprenticeships programme. A recruitment and retention strategy launched by the Department in September 2014 focuses on apprenticeships and other innovative programmes to attract younger people into careers in adult social care. A copy is attached.</p><p> </p><p> </p><p> </p><p>These include: the care ambassadors service supporting frontline care staff, to visit schools, colleges and job centres and inspire others; Sector Route-Way and Work Academy which provide experience of working in care, and develops skills; and the Traineeship initiative which is a training programme to provide young people with skills and work experience to find employment or progress onto an apprenticeship.</p><p> </p><p> </p><p> </p><p>The Department’s delivery partner, Skills for Care, has also produced guidance for social care employers on the employment of 16 – 18 year olds and is developing projects with local authorities to encourage recruitment of young people into apprenticeships in social care.</p><p> </p>

answer text <p>The global funding of research and development of new antibiotics is part of the Independent review announced by the Prime Minister in June 2014 and chaired by Lord O’Neill of Gatley. The review is analysing the economics underlying all stages of the research and development of new antimicrobials and will propose concrete actions to tackle these internationally. The final recommendations from the review will be published in summer 2016.</p><p> </p><p> </p><p> </p><p>There are now 15 vaccines under development for Ebola across the world. The Department for International Development, in partnership with the Wellcome Trust and the Medical Research Council, has supported the Phase 1 clinical trial of a vaccine candidate, and funded a number of other areas of Ebola research, through the Research for Health in Humanitarian Crises programme.</p><p> </p><p> </p><p> </p><p>The United Kingdom is also providing over £10 million annually for research into neglected tropical diseases. This is through a range of initiatives, including development of new treatment and diagnostic products, as well as implementation research. Examples of products resulting from the research in recent years include the first ever rapid diagnostic test and the first new, improved treatment option for sleeping sickness.</p><p> </p>
