answer	answer is ministerial correction date of answer 04/12/2014 answer text <p>The Department welcomes the Sir Stephen Bubb report, <em>Winterbourne View: Time to Change,</em> commissioned by NHS England.</p><p> </p><p> </p><p> </p><p>Officials will work with NHS England to consider the report’s recommendations in the context of the ongoing system-wide <em>Transforming Care </em>programme, established in response to events at Winterbourne View Hospital.</p><p> </p><p> </p><p> </p><p>On 13 December 2013, the Department published <em>Winterbourne View: Transforming Care One Year On </em>which was a review of progress to date and the on-going work to ensure the right, high quality care for vulnerable people is delivered.</p><p> </p><p> </p><p> </p><p>A further commitment was made in <em>Transforming Care </em>for the Department to publish a further two year on progress report. This will be published in 2015 following the publication of the 2014 Learning Disability Census data. The Department is required to contain the total spending of all of those organisations within a set of financial controls operated by HM Treasury and approved by Parliament. Despite significant pressures, the Department expects to contain spending within these financial controls in 2014-15.</p><p> </p><p> </p><p> </p><p>Alongside financial balance, maintaining performance against waiting time standards is a priority for the Government. The NHS is experiencing unprecedented demand for its services from a growing, ageing population with complex health needs which is making delivery of consistently high quality, timely care within its budget ever more challenging. Performance against a range of quality measures remains high but some patients are not receiving treatment as soon as the Government would like. answer	answer is ministerial correction date of answer 17/11/2014 answer text <p>Patients have the right to cancer drugs and treatments that have been recommended by the National Institute for Health and Care Excellence technology appraisal guidance for use in the National Health Service, where their doctor believes they are clinically appropriate.</p><p> </p><p> </p><p> </p><p>We announced in August that the Cancer Drugs Fund would be increased to £280 million in both 2014-15 and 2015-16. Since October 2010, over 55,000 cancer patients in England have benefited from the Fund and this extra funding is helping to ensure that patients continue to receive the effective cancer drugs which are right for them.</p><p> </p><p><strong> </strong></p><p> </p><p>We have launched an Early Access to Medicines Scheme to give patients with life threatening or seriously debilitating conditions access to medicines that do not yet have a marketing authorisation when there is a clear unmet medical need. The Medicines and Healthcare products Regulatory Agency awarded the first promising innovative medicine designation for a cell therapy product for the treatment of cancer on 8 September 2014.</p><p> </p><p><strong> </strong></p><p> </p><p>In addition, the National Health Service and its partners have begun a ground-breaking new project which will sequence 100,000 whole human genomes of patients with cancer or a rare disease by the end of 2017. answer	answer is ministerial correction date of answer 04/11/2014 answer text <p>The Government is taking a number of steps to tackle alcohol problems and reduce alcohol-related liver disease. These are being led by Public Health England (PHE), working with partners across government and local authorities. Through the Responsibility Deal the Government is also working with industry partners to tackle alcohol problems.</p><p> </p><p> </p><p> </p><p>On 23 October 2014, PHE published its priorities for protecting and improving the nation’s health and one of the seven issues they will be focusing on is preventing and reducing the harmful effects of alcohol. This priority includes two actions relating to liver disease:</p><p> </p><p> </p><p> </p><p>- producing a framework on liver disease outlining public health actions to tackle liver disease, including alcohol; and</p><p> </p><p> </p><p> </p><p>- launching liver disease profiles to support local authority health and wellbeing boards to understand liver disease and its risk factors in their area and, in turn, design effective local population level interventions.</p><p> </p><p> </p><p> </p><p>Other key actions from PHE on alcohol and liver disease include:</p><p> </p><p> </p><p> </p><p>- developing the evidence base for what works in preventing alcoholic liver disease and increasing awareness of the harmful effects of alcohol and the impact of interventions, to support policy development nationally and locally;</p><p> </p><p> </p><p> </p><p>- supporting and promoting effective use of licensing legislation and local powers to create a safer drinking environment that encourages people who drink to do so at a lower risk levels. Part of this is improving the effectiveness of the powers directors of public health have on alcohol licencing;</p><p> </p><p> </p><p> </p><p>- encouraging and supporting people who drink to do so within the lower risk levels;</p><p> </p><p> </p><p> </p><p>- reducing the harmful impact of alcohol on individuals who already experience harm. PHE will be supporting a widespread roll-out of interventions and brief advice; and</p><p> </p><p> </p><p> </p><p>- supporting improvements in treatment provision in line with National Institute for Health and Care Excellence guidance. answer	answer is ministerial correction date of answer 30/10/2014 answer text <p>Dementia is a key priority for this Government and we are committed to ensuring people with dementia and their carers receive the best possible care in all care settings. That is why in 2012 we launched the first ever Prime Minister’s Challenge on dementia to increase diagnosis rates, raise awareness and understanding and double funding for research in dementia by 2015.</p><p> </p><p> </p><p> </p><p>A number of steps have been taken to help care for dementia patients in the community:</p><p> </p><p> </p><p> </p><p>- On 1 April 2014 we put in place a new Dementia Directed Enhanced Service, which has had over 80% take up by general practitioners to reward practices for facilitating timely diagnosis and support for people with dementia.</p><p> </p><p> </p><p> </p><p>- In the hospital setting, through the Dementia Commissioning for Quality and Innovation reward (introduced from April 2012), with around 4,000 referrals a month, it is clear that more people with dementia in hospitals are being identified and assessed.</p><p> </p><p> </p><p> </p><p>- The Dementia Care &amp; Support Compact, the care sector’s own response to the Prime Minister’s Challenge on Dementia, sets out a commitment to support the delivery of the challenge and improve care and support for people with dementia, their carers and families.</p><p> </p><p> </p><p> </p><p>- Health Education England, Skills for Care and Skills for Health launched pilots for the new Care Certificate on 28 April 2014. Taking place across a range of health and social care settings, the pilots are testing a set of standards designed to help employers to assess not only workers’ skills, but also the knowledge, behaviours and values that are required to deliver compassionate and quality care. The pilots are nearing completion. Subject to evaluation, we plan to introduce the Care Certificate by 1 April 2015.</p><p> </p><p> </p><p> </p><p>- The Government’s refreshed Mandate to Health Education England, published on 1 May 2014, builds on the existing ambition to have 100,000 National Health Service staff receive Tier 1 training on dementia by setting an ambition for a further 250,000 NHS staff to receive Tier 1 training on dementia by March 2015, with the tools and training opportunities being made available to all staff by the end of 2018.</p><p> </p><p> </p><p> </p><p>- 70 communities across England have signed up to the national Dementia Friendly Communities recognition process, with an increased ambition to reach 75 by March 2015.</p><p> </p><p> </p><p> </p><p>- On 7 May 2014 Public Health England and the Alzheimer’s Society launched a major new campaign with the aim of securing one million people to become dementia friends by March 2015. The campaign is aimed at improving understanding and attitudes about dementia and towards people with the condition. There are currently over 520,000 Dementia Friends.</p><p> </p><p> </p><p> </p><p>- We have made available £50 million capital funding for 2013-14 for the NHS and local authorities to work with providers to create better care environments to help people with dementia live well with the condition. answer	answer is ministerial correction date of answer 04/11/2014 answer text <p>The Government’s Alcohol Strategy, set out ambitions whereby ‘we will radically reshape the approach to alcohol and reduce the number of people drinking to excess’. The ambitions include:</p><p> </p><p> </p><p> </p><p>- a change in behaviour so that people think it is not acceptable to drink in ways that could cause harm to themselves and others;</p><p> </p><p>- a reduction in the amount of alcohol-fuelled violent crime;</p><p> </p><p>- a reduction in the number of adults drinking above the National Health Service guidelines;</p><p> </p><p>- a reduction in the number of people ‘binge drinking’;</p><p> </p><p>- a reduction in the number of alcohol-related deaths; and</p><p> </p><p>- a sustained reduction in both the numbers of 11-15 year olds drinking alcohol and the amounts consumed.</p><p> </p><p> </p><p> </p><p>In November 2012, the Home Office launched a consultation on five key areas with the aim of reducing alcohol-fuelled crime, anti-social behaviour and alcohol-related health harm.</p><p> </p><p> </p><p> </p><p>The Government response, published in July 2013, provided an analysis of the responses and set out the next steps that the Government will take:</p><p> </p><p> </p><p> </p><p>- targeted national action, ending sales of the cheapest alcohol by introducing a ban on selling alcohol below the price of duty and VAT, and strengthening the ban on irresponsible promotions in pubs and clubs;</p><p> </p><p> </p><p> </p><p>- a challenge to industry to increase its efforts, building on what has already been achieved through the Public Health Responsibility Deal. This includes tackling high strength products; promoting alcohol responsibly in shops; improving education around drinking; and supporting targeted local action; and</p><p> </p><p> </p><p> </p><p>- support local action on alcohol-related harm, identifying a number of high harm local alcohol action areas and take action with them to strengthen local partnerships; improve enforcement; and share good practice based on what works locally. The NHS is on track to make up to £20 billion efficiency savings this parliament to reinvest into frontline care. We are confident that it will continue to make the efficiency improvements necessary to meet rising demand and protect the quality of the services delivered.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>In a recent report commissioned by the Department, Frontier Economics has estimated that poor care could be costing the NHS up to £2.5 billion every year. In order to focus attention on the harms contributing to these costs and the savings that could be reinvested, a poster and leaflet will go out to all NHS hospitals to display this vital information to their staff.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>We have introduced a wide range of measures, including the Sign Up to Safety Campaign, Patient Safety Collaboratives, a new tougher inspection regime for providers and a reformed National Patient Safety Alert System to reduce mistakes in practice. In order to promote a culture of openness and transparency, that will enable organisations to learn from their mistakes, there will be the duty of candour in the event of serious harm. answer	answer is ministerial correction date of answer 29/07/2014 answer text <p>Earlier this month, the National Institute for Health and Care Excellence (NICE) published guidance on the modification of blood lipids (cholesterol) for the primary and secondary prevention of cardiovascular disease (CVD).</p><p> </p><p>The guidance recognises the place of statins in the primary prevention of CVD. answer	answer is ministerial correction date of answer 22/07/2014 answer text <p>National Health Service accident and emergency (A&amp;E) departments are measured against a standard that at least 95% of patients should be admitted, transferred or discharged within four hours of arrival. The standard applies to all types of (A&amp;E) departments, including major (A&amp;E) departments, minor injury units, and walk-in centres.</p><p> </p><p>This standard was met in all four quarters and for the whole of 2013-14, with performance at 95.7% for the year. It has been met for the first quarter (April to June) of 2014-15, with performance at 95.1%.</p><p> </p><p>There were 21.8 million attendances at (A&amp;E) departments in 2013-14 compared to 20.5 million in 2009-10, and in the face of rising demand not all patients are receiving care within the standard.
