answer text <p>Decisions on funding and access to social care support services for people with HIV are made by local authorities. The Care Act 2014 sets out the legal framework for social care in England, and this applies to all adults with support needs including those living with HIV.</p><p> </p><p>Diagnosed early most people with access to HIV treatment can expect a near normal life expectancy. Public Health England monitors the results of individuals receiving NHS HIV treatment. In 2014, 91% of people attending for care were receiving antiretroviral (ARV) treatment of which 95% were virally suppressed and very unlikely to be infectious to others. The United Kingdom is already ahead in meeting two of the three ambitious UNAIDS 90/90/90 global goals of 90% of people with HIV being diagnosed, 90% on ARV treatment and 90% viral suppression for those on ARV treatment by 2020.</p> more like this

answer text <p>The Care Act 2014 sets out the legal framework for social care in England, and this applies to all adults with support needs including those whose living with HIV. Our <em>Framework for Sexual Health Improvement </em>(2013) a copy of which is attached, highlights the importance of early testing and diagnosis of HIV so that people can receive effective HIV treatment and help prevent new transmissions. In 2014 Public Health England published <em>Making it work</em>, a copy of which attached, setting out guidance to support collaborative local commissioning across all sexual health services.</p> more like this

answer text <p>Health Education England has developed a number of e-learning sessions on Sexual Health and HIV across programmes designed for foundation trainees, general practitioners, dentists, radiologists as well as specialists. The programmes cover topics such as HIV testing, the importance of early diagnosis and Oral Manifestations of HIV and AIDS. The content for these programmes is available to all National Health Service employees irrespective of their speciality and includes e-learning resources.</p><p> </p><p><strong> </strong></p><p> </p><p>The Department has funded the Medical Foundation for AIDS and Sexual Health to produce resources to support non-specialist clinicians in primary and secondary care services to offer HIV testing to help reduce late diagnosis of HIV. This includes <em>HIV Testing in Practice</em>, an interactive web-based resource for primary care which went live in November 2014.</p><p> </p><p> </p><p> </p><p>NHS England commission HIV treatment and care services in-line with a detailed service specification. Non-specialist clinical services, including primary care might be able to deliver parts of the care pathway in discussion with specialist HIV care providers.</p><p> </p>
