answer text <p>Public Health England (PHE) is working closely with the Department of Health and other government departments to support the Drug Strategy and its ambition for recovery by enhancing treatment quality and improving outcomes through tailored interventions for different user groups. The Drug Strategy is available at:</p><p><a href="https://www.gov.uk/government/publications/drug-strategy-2017" target="_blank">https://www.gov.uk/government/publications/drug-strategy-2017</a></p><p>PHE will support local areas to ensure the right interventions are given to people according to their needs. PHE will also support local areas to deliver an enhanced joined-up approach to commissioning and delivery of the wide range of services, in addition to treatment, that are essential to supporting every individual to live a life free from drugs and dependence.</p><p> </p><p>We know recovery is only achievable through a partnership-based approach with action taken across a range of services, particularly housing, employment and mental health.</p>

answer text <p>The Government is investing £16 billion over the Spending Review period for local authorities (LAs) to spend on public health. LAs are responsible for making decisions on how to spend their local allocation but the public health grant conditions make it clear that they must have regard for the need to improve the take up of, and outcomes from, their drug and alcohol misuse treatment services. Public Health England guidance, developed with drug service providers, promotes the need for local authorities, commissioners and healthcare providers to work together to create systems and pathways that enable people who use drugs, including those who experience homelessness, to access services.</p> more like this

answer text <p>There has been no formal assessment of disability adjusted life years lost through drug use disorders broken down by regional level.</p><p> </p><p>An assessment of years of life lost through drug use disorders is available in the publication Changes in health in England, with analysis by English regions and areas of deprivation, 1990–2013: a systematic analysis for the Global Burden of Disease Study 2013. It assesses the scale of health lost from diseases and injuries in 2013, and estimates the attributable impact of risk factors; data for drug use disorders is included. This report does not include a regional assessment of Disability Adjusted Life Years. It was published on 15 September and is available at:</p><p><a href="https://www.gov.uk/government/publications/burden-of-disease-study-for-england" target="_blank">https://www.gov.uk/government/publications/burden-of-disease-study-for-england</a></p><p>This analysis was conceived and produced jointly by Public Health England and the Institute of Health Metrics and Evaluation, University of Washington.</p>

It should be noted that the Talk to FRANK service offers a range of contact methods and its customer support team also answered 39,163 emails, texts and webchat messages. The FRANK website also received five million web visits in 2016/17.</p><p> </p><p>During the current financial year (April 2017 to March 2018) we are planning to spend £978,000 on the Talk to FRANK service.</p><p> </p><p>Since the Talk to FRANK service was established in 2003 (but excluding the period April 2010 to March 2013) £9,117,242 has been spent on the service (including the current year’s £978,000 budget).</p><p> </p> more like this

answer text <p>Public Health England (PHE) led an inquiry last year into the recent rises in drug-related deaths in England. The report concluded that the reasons behind the increase in drug-related deaths are multiple and complex.</p><p> </p><p>Since then PHE has issued advice on providing naloxone (the antidote to heroin overdose), published updated clinical guidelines for drug treatment and worked with a network of treatment providers to establish good practice guidance on managing drug-related death risk factors and improving partnership between treatment providers and other healthcare services.</p><p> </p><p>PHE has also established a new Public Health Outcomes Framework indicator on drug-related deaths to enable local areas benchmark their performance against others.</p><p> </p><p>PHE continues to work with local authorities, providing advice and guidance to support their work in reducing drug-related deaths. This includes improving drug-related death review processes and increasing the number of people with drug problems who are in drug treatment.</p>
