answer text <p>Mental health nurses are not identified separately in the Health and Social Care Information Centre’s (HSCIC) workforce statistics. Mental health nurses work predominantly in psychiatric services but also across a range of settings and the independent sector.</p><p> </p><p> </p><p> </p><p>The following table shows the full time equivalent number of nurses who work in the community psychiatry and other psychiatry areas of work in the National Health Service in each of the last five years. answer text <p>The Department welcomes the Sir Stephen Bubb report, <em>Winterbourne View: Time to Change,</em> commissioned by NHS England.</p><p> </p><p> </p><p> </p><p>Officials will work with NHS England to consider the report’s recommendations in the context of the ongoing system-wide <em>Transforming Care </em>programme, established in response to events at Winterbourne View Hospital.</p><p> </p><p> </p><p> </p><p>On 13 December 2013, the Department published <em>Winterbourne View: Transforming Care One Year On </em>which was a review of progress to date and the on-going work to ensure the right, high quality care for vulnerable people is delivered.</p><p> </p><p> </p><p> </p><p>A further commitment was made in <em>Transforming Care </em>for the Department to publish a further two year on progress report. This will be published in 2015 following the publication of the 2014 Learning Disability Census data. This will set out progress made by the Department’s system partners in implementing the commitments in <em>Transforming Care</em>.</p><p> </p>

answer text <p>The Department group contains almost five hundred separate National Health Service organisations. The Department is required to contain the total spending of all of those organisations within a set of financial controls operated by HM Treasury and approved by Parliament. Despite significant pressures, the Department expects to contain spending within these financial controls in 2014-15.</p><p> </p><p> </p><p> </p><p>Alongside financial balance, maintaining performance against waiting time standards is a priority for the Government. The NHS is experiencing unprecedented demand for its services from a growing, ageing population with complex health needs which is making delivery of consistently high quality, timely care within its budget ever more challenging. Performance against a range of quality measures remains high but some patients are not receiving treatment as soon as the Government would like. Robust year-round operational resilience planning and performance management, backed by additional funding, is in place to help the NHS recover performance against waiting time standards in 2014-15.</p><p> </p>

answer text <p>National Health Service datasets do not enable comparisons to be made between the mental and physical health of the Gypsy, Traveller and Roma communities with that of the rest of the population. These datasets – such as the Mental Health and Learning Disabilities dataset – use the nationally mandated ethnicity categories from the NHS data dictionary, based on the 2001 census groups. These groups did not include Gypsy, Traveller and Roma communities. The 2011 census included a new ethnic category group for Gypsy or Irish Traveller.</p><p> </p><p>The National Inclusion Health Board’s report, <em>Hidden Needs: identifying vulnerable groups in data collections: vulnerable migrants, gypsies and travellers, homeless people and sex workers </em>published in March 2014 recommended the adoption of the 2011 census ethnic classification by the NHS data dictionary. The Department, the NHS, Public Health England, and the Health and Social Care Information Centre are considering how this recommendation could be implemented whilst ensuring data consistency.</p><p> </p>

answer text <p>NHS England is responsible for the commissioning of specialised services. It is for Ministers to decide, with independent advice, the conditions that should be on the specialised commissioning list.</p><p> </p><p> </p><p> </p><p>During 2015-16 there will be monitoring of all specialised commissioning expenditure against nominal clinical commissioning groups (CCGs) budgets. This information will enable both NHS England commissioners and CCG commissioners to better understand the financial position and any pressures on all specialised services. NHS England will also be engaging with CCGs through co-commissioning to carry out work to redesign pathways and invest in upstream interventions. In this context there will be no additional funding for CCG running costs for 2015-16 but this may be revisited in 2016-17.</p><p> </p><p> </p><p> </p><p>For services that have been recommended for transfer, a new Task and Finish group is being established by NHS England through the NHS Commissioning Assembly. This group will look specifically at what support CCGs would require to be able to safely and effectively commission services devolved to them.</p><p> </p><p> </p><p> </p><p>NHS England is committed to issuing commissioning guidance for the safe transfer of services from national NHS England responsibility to local CCG responsibility.</p><p> </p>

answer text <p>The Prescribed Specialised Services Advisory Group (PSSAG) is a Department of Health appointed expert committee which was established in 2013 to provide the Secretary of State with advice and recommendations on Specialised Services. PSSAG meets multiple times a year. PSSAG met and formulated its recommendations on 30 September 2014. PSSAG felt that renal dialysis services no longer met the criteria for specialised commissioning and the responsibility for commissioning the service should be transferred to clinical commissioning groups (CCGs).</p><p> </p><p> </p><p> </p><p>NHS England has advised that they are in dialogue with key stakeholders about both the opportunities and challenges of transferring responsibility for renal services. The head of the Specialised Services Task Force in NHS England recently met stakeholders from renal service representative groups and heard their concerns directly. A new Task &amp; Finish group is being established by NHS England through the NHS Commissioning Assembly. This group will look specifically at what support CCGs would require to be able to safely and effectively commission services devolved to them.</p><p> </p><p> </p><p> </p><p>The Department has launched a public consultation to consider how to transfer commissioning responsibility and what would need to happen to ensure a smooth transition and maintain both service standards and patient safety. This consultation closes on 9 January 2015.</p><p> </p><p> </p><p> </p><p>NHS England is committed to issuing commissioning guidance for the safe transfer of services from national NHS England responsibility to local CCG responsibility.</p><p> </p><p> </p><p> </p><p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p>

answer text <p>Improving diagnosis rates for dementia in England is a priority for the Government and we want to see both an increase in the overall rate and a reduction in the current regional variation. Diagnosis rates for dementia in Wales, Scotland and Northern Ireland are a matter for the devolved administrations.</p><p> </p><p> </p><p> </p><p>NHS England is undertaking a range of initiatives to help reduce increase dementia diagnosis rates and reduce variation including:</p><p> </p><p> </p><p> </p><p>Monthly Letters to Clinical Commissioning Groups (CCGs): the National Clinical Director for dementia is writing to CCGs on a monthly basis to update them on their latest dementia diagnosis rates. This information shows how each CCG is performing in relation to other CCGs in their area and by general practitioner practice. The letter contains resources and tools that CCGs and practices can use to help them increase diagnosis rates, for example, use of the Dementia Prevalence Calculator, which provides the opportunity for comparison between and within CCGs, at practice level.</p><p> </p><p> </p><p> </p><p>Intensive Support Offer: bespoke support is available to CCGs who wish to access specific clinical advice, through a newly established network of dementia ambassadors. This network is working closely with Regional, Area Team and Strategic Clinical Network colleagues. It provides targeted support to CCGs, providing tools, resources and guidance to aid better understanding and improvements in local dementia data and information.</p><p> </p><p> </p><p> </p><p> </p><p> </p>
