answer	answer is ministerial correction date of answer 12/09/2017 answer text <p>The Government has recognised the need to enhance the numbers of professional and allied healthcare support staff working in mental health and on the 31 July the Health Education Executive published Stepping forward to 2020/21: The mental health workforce plan for England. The plan identifies approximately 194,000 full time equivalent (fte) people that are substantively employed by the National Health Service in England to care for people who need mental health services.</p><p> </p><p>As at May 2017, figures from NHS Digital show 2,227 fte staff working in the Leeds and York Partnership NHS Foundation Trust, and 5,781 fte staff working in the Tees, Esk and Wear Valleys NHS Foundation Trust, both providers, provide mental health services within the York region.</p><p> </p><p>The Mental Health Workforce plan for England sets out how the health service will dramatically increase the number of trained nurses, therapists, psychiatrists, peer support workers and other mental health professionals to deliver the improvements in services and support set out in the NHS’s Five Year Forward View for Mental Health.</p><p> </p><p>The plan envisages that by 2020/21 local areas will need to create 21,000 new posts in priority growth areas. All major specialties will see an expansion in numbers, with the plan targeting areas where there are forecast to be particular shortfalls. Carers now have legal rights to an assessment of, and support for, their needs where eligible.</p><p> </p><p>In addition, since 2010 the rate of Carer’s Allowance has increased from £53.90 to £62.70 a week, meaning an additional £450 a year for carers.</p><p> </p><p>The National Health Service contribution to the Better Care Fund, which helps to join up health and care, includes funding to support the implementation of the Care Act 2014, including £130 million earmarked for the provision of carers’ breaks.</p><p> </p><p>The Government’s mandate to NHS England for 2017-18 set a clear expectation that carers should routinely be identified by services and given access to information and advice about the support available. With the recent announcement of Tees Esk and Wear Valleys NHS Foundation Trust’s development plans, NHS Property Services (NHSPS) is aware that the site may be largely vacant from December 2017. NHSPS is in discussions with healthcare commissioners about whether there will be a requirement for the site for ongoing healthcare use after that time. It is critical that NHSPS works with the commissioners to avoid incurring costs for sites that are not used for service delivery, as this diverts funds from frontline service delivery.</p><p> </p><p>If the site were to be declared surplus to health requirements by the clinical commissioning group and NHS England, the process is to place the property on the ePIMS Surplus Land Register, when other Government bodies can register an interest to purchase the property. If no interest is registered, the property will be sold on the open market as expediently as possible to minimise holding costs to the system.</p><p> </p><p>Proceeds from any disposal would be re-invested in National Health Service facilities. Best price and terms upon disposal remain important factors, but, given the listed status of the building, any purchaser would be required to comply with applicable regulations.</p><p> </p><p>NHSPS has not been made aware of any formal application to register the site as an Asset of Community Value at this time.
