answer	answer is ministerial correction date of answer 05/01/2016 answer text <p>I spoke with the Burundian Ambassador to the United Kingdom, His Excellency Deo Sindayihebura, about violence and insecurity in Burundi on Thursday, 10th December. In the week commencing 14 December, I was in the region. On 17 December I discussed violence and insecurity in Burundi with the Burundian Foreign Minister Alain Nyamitwe, and Major General Prime Niyongabo, Army Chief Of Staff.</p><p>My visit to the region was focused on Burundi throughout. I had separate meetings with the Ugandan President Museveni and the Ugandan Foreign Minister Kutesa. Additionally, I spoke by phone with Defence Minister Kiyonga, the Ugandan nominated mediator, on 15 December. I met the Rwandan Foreign Minister Mushikiwabo on 16 December. These meetings were with key members of the African Union, who are looking to help find solutions to the situation. On 7 November, I spoke with Ibrahima Fall, AU Special Envoy to the Great Lakes, and Smail Chergui, AU Commissioner for Peace and Security.</p><p>I met with UN Humanitarian agencies including UNHCR, IOM, WFP, UNICEF whilst in Burundi. Outside the capital Bangui, violence, looting, hostage-taking and human rights abuses continue to occur with relative impunity. The security situation in Bangui is more stable than the rest of the country, having improved following the surge in violence in late September, but tensions still run high and we continue to advise against all travel to CAR. The political situation is precarious. The transitional government, led by President Catherine Samba-Panza, is being undermined by actors from armed groups and dates for elections have been moved a number of times in the last months. The first round is currently planned for late December 2015, with additional rounds planned for January 2016. Great efforts have been made to register all CAR citizens both in CAR and in refugee camps in neighbouring countries. Demolitions cause unnecessary suffering to ordinary Palestinians and in all but the most limited circumstances are contrary to international humanitarian law. The UK raises concerns about demolitions and displacement with the Government of Israel on a regular basis and at the highest levels.</p><p>The Government continues to urge the Government of Israel to develop improved mechanisms for zoning, planning and permitting in Area C for the benefit of the Palestinian population, including by facilitating local Palestinian participation in such processes. The Ambassador also raised our specific concerns about the alleged incident in Tabit with the Head of the Government’s Violence Against Women Unit on 11 November. We call on the Government of Sudan to allow the United Nations-African Union Mission in Darfur (UNAMID) unhindered access so that the UN can conduct a full investigation into these alleged appalling crimes.<br> <br>More broadly, as part of our ongoing dialogue on Darfur, we raise our concerns around the role and operation of the Sudanese armed forces in Darfur.
