It found that the mechanisms for protecting subsidiarity and proportionality could be improved in a number of ways, in particular by improving the role of national parliaments as the guardians of subsidiarity and affording them closer involvement in the EU’s functioning. Over the last year, there have been numerous discussions between the Ethiopian and UK government regarding Mr Tsege. The Secretary of State for Foreign &amp; Commonwealth Affairs, my Rt Hon friend, the Member for Runnymede and Weybridge (Philip Hammond MP) spoke to the Ethiopian Foreign Minister on 24 June and made a public statement on 25 June. He made clear that Ethiopia’s failure to grant our repeated requests was unacceptable, and informed Dr Tedros that the lack of progress in the case risked undermining the UK’s relationship with Ethiopia. answer	answer is ministerial correction date of answer 03/07/2015 answer text <p>The purpose of Council Decision 2009/857/EC on the implementation of Article 16(4) of the Treaty on European Union is to allow Member States that are close to but do not constitute a blocking minority to request that the Council defer adoption of a measure for a period of time to allow for further discussions with a view to resolving the concerns that they have raised. It came into effect with the introduction of the changed system of calculating a Qualified Majority on 1 November 2014.
