FCO officials, in particular through our Embassy in Beijing, continue to engage on this issue with their Chinese counterparts. The FCO Special Representative for Climate Change met Chinese officials during the recent climate change talks in Katowice, Poland. We have had a Counter Terrorism capacity-building programme in Indonesia since the 2005 terrorist attack in Bali and deliver training to the Indonesian National Police through the Jakarta Centre for Law Enforcement Co-operation. Our support includes teaching a broad range of counter terrorism investigation skills. We are also working to build first response capability for the emergency services. In March 2018, we supported the Bali regional government to run a live CT exercise. answer	answer is ministerial correction date of answer 19/12/2018 answer text <p>Economic cooperation and cultural links are an important part of the UK-Kazakh relationship which celebrated its 25<sup>th</sup> anniversary last year. 2018 saw a full calendar of activities, including the launch of our high-profile Legal Services are Great Campaign in Astana and Almaty and the Fifth Meeting of the UK-Kazakhstan Intergovernmental Commission on Trade, Economic, Scientific, Technical and Cultural Cooperation attended by George Hollingbery MP, Minister of State for Trade Policy. Department for International Trade Minister of State Graham Stuart attended the official launch of the Astana International Financial Centre, a regional financial hub developed with support from TheCityUK, which has an associated court with separate legal jurisdiction, based on English common law, and staffed by British judges. We hosted a high level conference on the Illegal Wildlife Trade in London in October, and at that conference China co-hosted a session on combatting the ivory trade following their introduction of a domestic ivory ban. Senior officials in Beijing and London have raised our concerns with China at their recent adjustment to their 1993 legislation on tiger and rhino products. The British government fully supports the Declaration of Istanbul (May 2008), which encourages all countries to draw up legal and professional frameworks to govern organ donation and transplantation activities.</p><p>Reports by authors such as Kilgour, Gutmann and Matas are important sources of information about China’s organ transplant system. They rightly question the lack of transparency in China’s organ transplant system, whilst acknowledging that it is very difficult to identify the source of those organs and verify the number of organ transplants conducted in China. However we do not agree with the claims of systematic organ harvesting of prisoners of conscience, assessing that the evidence they present does not substantiate such a claim.</p><p>The World Health Organisation (WHO) collates global data on organ donations and works with China.
