In all of our engagement with the Government of Iraq on this issue, including at Ministerial level and in our statements, we have emphasised the importance of the Iraqi Government doing everything possible to ensure the safety of the residents of Camp Liberty.</p><p>It is the responsibility of the Government of Iraq to investigate the attack against the camp and to provide adequate protection to the residents. We have publically called on the Government of Iraq to investigate the attack and bring the attackers to justice. We raise these and other human rights issues with the Vietnamese government regularly and at all levels. We also work with non-government organisations and likeminded embassies on human rights issues in Vietnam. I raised concerns about the general human rights situation in Vietnam with the Vietnamese Deputy Foreign Minister during the UK-Vietnam Strategic Dialogue in London in March 2016. The Secretary of State for Foreign and Commonwealth Affairs, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), discussed human rights with the Vietnamese Prime Minister during his visit to Vietnam in April 2016. answer	answer is ministerial correction date of answer 25/07/2016 answer text <p>The Foreign Secretary, my Rt Hon Friend the Member for Uxbridge and South Ruislip (Mr Johnson) met the Chief Minister of Gibraltar in London on 16 July. The then Minister for Europe, my Rt Hon Friend the member for Aylesbury (Mr Lidington) spoke to the Chief Minister twice by telephone on 24 June about the outcome of the referendum. He also met the Chief Minister on 28 June in London to discuss the potential implications, and again on 11 July alongside the then Chancellor of the Duchy of Lancaster, my Rt Hon. Friend the Member for West Dorset (Mr Letwin). In addition, officials continue to be in frequent contact with their Gibraltarian counterparts.</p><p>In all of these discussions, the former Minister of State made clear the outcome of the referendum does not affect the United Kingdom’s steadfast and longstanding commitment to Gibraltar, and its guarantee to stand by the double-lock on sovereignty.</p><p>The Government has also confirmed that, as it prepares for the process to leave the EU, we will fully involve Gibraltar to ensure that all of its interests are taken properly into account. Since then, Bosnia and Herzegovina’s (BiH) party leaders have signed a written commitment to implement a package of reforms (Reform Agenda); BiH’s Stabilisation and Association Agreement has come into force (1 June 2015); and BiH submitted its application for EU membership on 15 February 2016. Whilst some progress has been made in implementing the Reform Agenda, more needs to be done. The Government is in regular contact with Germany, other Member States and the EU institutions to encourage BiH’s leaders to maintain progress on reform. We regularly discuss implementation of those obligations with the Israeli authorities. We have confirmed with the Israeli authorities that Israel is in the process of incorporating the crime of torture into national legislation. We are confident of the United Kingdom’s sovereignty over the whole of Gibraltar, including British Gibraltar Territorial Waters, and have been firm in our commitment to the double lock. We will continue to protect the rights of the people of Gibraltar to remain British, for as long as they wish to do so.</p><p>Maintaining a well-functioning Gibraltar-Spain border is one of our top priorities. We welcome the overall downward trend in border delays since their height in 2013, but we are alive to the risk of a return to disproportionate delays at any time. Her Majesty’s Government is working closely with Her Majesty’s Government of Gibraltar and European partners ahead of proposed changes to the Schengen Border Code later this year to ensure that delays due to security checks are not disproportionate. answer	answer is ministerial correction date of answer 11/07/2016 answer text <p>Work to combat discrimination against lesbian, gay, bisexual and transgender (LGBT) people forms an important part of our international human rights work. The Foreign and Commonwealth Office works through our Embassies and High Commissions, and through international organisations, including the Commonwealth, the EU and the UN, to promote tolerance and non-discrimination against LGBT people and to address discriminatory laws, in particular those that criminalise homosexuality. We expect all Overseas Territory governments to comply with their evolving international obligations in the field of human rights and hosted a conference in March this year for Territory representatives to discuss these issues.
