answer	answer is ministerial correction date of answer 04/04/2019 answer text <p>I share the Hon Member's concern regarding the implementation of the Peace Accords between the Colombian Government and the Revolutionary Armed Forces of Colombia (FARC). The UK continues to support the peace process, contributing over £40 million through the Conflict, Stability and Security Fund since 2015 to projects that are bringing sustainable peace to the country. We have expressed concern to the Colombian Government over delays to the transitional justice system, which is a critical part of the peace process.</p><p>I share also the Hon Member's concern about the ongoing killings and threats by armed criminal groups in Colombia, a subject we raised in January at the UN Security Council in New York and in March at the UN Human Rights Council in Geneva. At the Universal Periodic Review of Human Rights in May 2018, Colombia accepted the UK's recommendations to improve protection of human rights defenders. The UN Verification Mission's mandate acknowledges the importance of human rights, and the mission cooperates closely with the Office of the High Commissioner of Human Rights.</p><p>The Human Rights programmes led and funded by the British Embassy in Bogotá make a real difference to the lives of many human rights defenders, social leaders and, in particular, victims of sexual violence in conflict. We continue to work with civil society groups in the UK and Colombia to bring individual cases to the attention of the Colombian authorities, including the two specific cases cited in Early Day Motion 2232.</p><p>We condemned the bombing of a police academy in Bogotá on 17 January by the National Liberation Army (ELN), which claimed 20 innocent lives and caused the breakdown of peace talks. answer	answer is ministerial correction date of answer 03/04/2019 answer text <p>I raised UK concerns about hudud punishments during my visit to Brunei Darussalam in August 2018. More recently I raised our concerns on Friday 29 March in a letter to the Deputy Foreign Minister. Additionally the British High Commission in Bandar Seri Begawan regularly discusses our concerns with the Government of Brunei.</p><p>We will continue to encourage and work with the Bruneian Government, as with many other countries, to remove corporal and capital punishment from their statutes. We will also urge them to take steps to decriminalise and pass laws to protect LGBT people from all forms of discrimination.</p><p>The UK believes in the right to live with dignity, free from violence or discrimination irrespective of a person’s sexual orientation. The International community must uphold the universality of human rights; the criminalisation of same-sex relations is wrong.</p><p>The UK is committed to combating discrimination and violence against LGBT people throughout the Commonwealth and ensured that last year’s Commonwealth Heads of Government Meeting Communique included the most progressive language yet on LGBT rights, complimented by an historic speech from the Prime Minister, and backed up with major programme spending on gender equality and LGBT rights.</p><p>Foreign and Commonwealth Office travel advice has been updated to alert British citizens of the introduction of the new local laws in Brunei and we continue to lobby against the use of such punishments.</p> answering member constituency Cities of London and Westminster answering member printed Mark Field question first answered 03/04/2019 15:07:40 answering member 1405 label Biography information for Mark Field

At the Commonwealth Heads of Government Meeting last year, the Prime Minister set out the UK's readiness to support any member state wanting to reform legislation which makes possible discrimination on the grounds of gender identity or sexual orientation. The Prime Minister was clear that, while we must respect one another's cultures and traditions, we must do so in a manner consistent with our common value of equality, a value which is clearly stated in the Commonwealth Charter.</p><p>The Government has allocated £5.6 million to enable the Equality and Justice Alliance – a consortium of civil society organisations – to support those countries who wish to reform legislation which discriminates on the grounds of gender identity or sexual orientation. Several member states have expressed interest in this offer of technical assistance for legislative change.
