answer text <p>​The appointment of Heads of Mission, both Ambassadors and High Commissioners, to the Court of St. James's is governed in international law by the Vienna Convention on Diplomatic Relations (VCDR) 1961. Article 4(1) of the VCDR requires that the sending State must ensure that agrément for the person it proposes to accredit as Head of Mission has been granted by the receiving State, before that person may be permitted by the receiving State to undertake the role. Under the VCDR a receiving State is not obliged to give reasons to the sending State for refusal of agrément.</p><p>The Foreign and Commonwealth Office reviews all requests for agrément from sending States. On the recommendation of the Secretary of State, Her Majesty The Queen gives formal approval of appointments and grants their credentials in a formal ceremony.</p> more like this

answer text <p>The Treasury has allocated over £4.2 bn in additional funding to departments and the Devolved Administrations for EU exit preparations so far. This breaks down as:</p><ul><li>£412m additional funding over the spending review period for the Department for Exiting the European Union, Department for International Trade and the Foreign and Commonwealth Office (FCO) at Autumn Statement 2016.</li><li>£286m additional funding for 2017/18 (a full breakdown of which can be found in Supplementary Estimates 17/18).</li><li>Over £1.5bn of additional funding for 2018/19. A full breakdown of the allocations can be found in the Chief Secretary's Written Ministerial Statement, HCWS540, laid on the 13th March 2018.</li><li>Over £2bn additional funding for 2019/20. A full breakdown of the allocations can be found in the Chief Secretary's Written Ministerial Statement, HCWS1205, laid on the 18th December 2018.</li></ul><p>This funding is to cover all exit scenarios, and is in addition to departmental efforts to reprioritise from business as usual toward preparations for the UK's departure from the EU. Work on no-deal exit preparations cannot be readily separated from other EU exit work. The Department is preparing for all eventualities and the resources available to support preparations are kept under constant review.</p><p>The FCO also received £5.6m additional funding in 2018/19 for no-deal civil contingency planning.</p>

answer text <p>Climate change has long been of concern to the Commonwealth. This concern has been reflected in Commonwealth statements as early as the Langkawi Declaration on the Environment in 1989. Under UK chairmanship at the 2018 Commonwealth Heads of Government Meeting, leaders reaffirmed their commitments under the Paris Agreement. The Government is now using it's diplomatic network to support mitigation and adaptation across the Commonwealth. For example:</p><p> </p><p>· In Asia, Malaysia has confirmed its interest in partnering with the UK to develop an emissions calculator. The calculator is an open source energy and emissions tool developed by the UK to allow countries to explore and develop strategies to reduce greenhouse gas emissions.</p><p> </p><p>· In Africa, the UK has provided £500,000 to support the Commonwealth’s Climate Finance Access Hub based in Mauritius. The Hub will help small and vulnerable countries access international sources of finance to support adaptation and mitigation.</p><p> </p><p>· In the Caribbean, the UK is helping four countries – Belize, Grenada, Jamaica, and St Lucia – to prepare detailed disaster risk profiles to aid efforts to increase their resilience to natural disaster. This work builds on existing support from the World Bank and is expected to be extended across the region over the next year.</p><p> </p><p>· In the Pacific, the UK has pledged £1.2 million to support the establishment in Fiji of a Regional Nationally Determined Contribution Hub. The centre has been established in partnership with Australia, Germany and New Zealand, to help Pacific Island Countries implement national climate change policies and frameworks in response to the 2015 Paris Agreement.</p><p> </p><p>​</p>

answer text <p>We firmly believe a just and lasting resolution that ends the occupation and delivers peace for both Israelis and Palestinians is long overdue. We believe that negotiations will only succeed when they are conducted between Israelis and Palestinians, supported by the international community. We have encouraged the US Administration to bring forward detailed proposals for a viable peace agreement that addresses the legitimate concerns of both parties. We continue to believe the best way to achieve this is through substantive peace talks between the parties leading to a two-state solution with Jerusalem as a shared capital.</p> more like this

answer text <p>I have not raised this issue with my Chinese counterpart. However, the Government is committed to raising standards of animal welfare at home and abroad. The sale and consumption of dog meat is legal in many countries, including China, and there are no international norms, laws or agreements governing this. We believe that it is necessary to work with governments around the world to gain agreement on animal welfare standards, and to phase out cruel and inhumane practices. There is no suggestion that the event will break any local or international laws.</p> more like this

answer text <p>The UK voted in favour of UN Security Council Resolution 2467 on Sexual Violence in Conflict. We deeply regret that language recognising LGBT rights and the acute need for comprehensive sexual and reproductive health services for survivors of sexual violence in conflict does not appear in the final text.</p><p>We continue to play an active role in the promotion and protection of LGBT rights and urge the international community to uphold the universality of human rights.</p><p>The UK will continue to support the sexual and reproductive health and rights of survivors of sexual violence around the world. We firmly believe that doing so, through proven evidence-based public health interventions, saves lives and boosts prosperity.</p><p>We will continue to work across Government and with all our partners, including other governments, the UN Population Fund and civil society, to deliver this.</p> more like this

answer text <p>​The UK remains committed to protecting vulnerable people, including the over one million forcibly displaced Rohingya refugees in Bangladesh. Up to 18 per cent of the Department for International Development's latest £70 million funding to the Rohingya crisis response in Bangladesh is devoted to the protection of rights for refugees, including prevention and monitoring of sexual exploitation and abuse.</p><p>The UK Preventing Sexual Violence in Conflict Initiative continues to work with the Government of Bangladesh, UN agencies and other stakeholders to strengthen justice and accountability for Rohingya survivors of sexual violence. UK funding includes support for family planning, clinical support to survivors of sexual violence and the creation of safe spaces for women.</p> more like this
