answer text <p>We do not consider that Western Sahara is occupied; we consider that its status is undetermined. We look to all parties in Western Sahara, including businesses, to conduct their activities in accordance with international law, respecting the interests of the people of Western Sahara. I discussed with the Moroccan Foreign Minister, Mr Nasser Bourita, in January the UK's desire for a lasting and mutually acceptable solution to the dispute over Western Sahara that provides for the self-determination of the people of the territory.</p> more like this

answer text <p>British nationals to whom we have issued an emergency loan are able to discuss with FCO staff a repayment plan that is convenient to them. They can pay as much (minimum payment of £5) and as frequently as they wish. They can pay by telephone, using a credit or debit card - we accept most cards which are linked to a British bank; electronic bank transfer; personal cheque; Postal Order; or online.</p><p>We explain to the individual that their outstanding debt will be subject to a surcharge of 10% if it is not cleared within six months, and that they will not have their passport returned, or be able to apply for a new one, until their debt is repaid in full.</p> more like this

answer text <p>​The Sri Lankan government has taken a number of positive steps to improve the human rights situation in that country, but we recognise that there remains much to be done. In our statement to the UN Human Rights Council (UNHRC) in June we set out the areas we felt were important for Sri Lanka to focus on. These included further land returns in the north of the island, the repealing of the Prevention of Terrorism Act, the devolution of political authority through constitutional reform and the creation of credible justice mechanisms. I most recently raised Tamil issues with Sri Lanka's Foreign Minister in September. We will continue to work with the UN, Sri Lanka and our other international partners to ensure full implementation of UNHRC resolution 30/1, co-sponsored by the UK in October 2015, while recognising the scale of the challenge this represents and allowing time for credible, well thought out transitional justice mechanisms to be developed and implemented.</p> more like this

answer text <p>​On 1 June 2016, Ethiopian Prime Minister Hailemariam assured the then Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), that Mr Tsege would be allowed access to independent legal advice to allow him to discuss options under the Ethiopian legal system. Since then, the Foreign Secretary, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Mr Johnson) has raised Mr Tsege's case with his Ethiopian counterpart, Foreign Minister Tedros, on 3 occasions, most recently during the UN General Assembly in New York, insisting that the Ethiopians follow through with their commitment to allow legal access. The British Government will continue to do so until Mr Tsege is given access to independent legal advice.</p> more like this

answer text <p>When a British national (BN) enters into an emergency loan agreement with the Foreign and Commonwealth Office (FCO) they sign a form to declare that they have exhausted all other methods of helping themselves, and accept the sum of the debt in its entirety. By signing the form, the BN is acknowledging that if they do not repay the loan within 6 months, the remaining balance will be subject to a surcharge of 10%; and that the total amount loaned to them must be repaid within five years. Failure to repay the debt may result in legal proceedings to recover monies owed.</p><p>In most cases, people are also required to agree to give up their passport. In all cases they must acknowledge that Her Majesty's Passport Office will not process an application for a new passport until the debt is paid in full. They must also consent for the Department for Work and Pensions to release to the FCO such information as may be relevant in respect of any non-payment.</p><p>We know that some individuals face difficulties in repaying their loan. When agreeing to the terms of the loan agreement we advise people to contact the FCO upon their return to the UK to discuss the options for loan repayment.</p>
