answer	answer is ministerial correction date of answer 08/12/2015 answer text The Ministry Of Defence monitors incidents of alleged international humanitarian law (IHL) violations using available information which in turn informs our overall assessment of IHL compliance in Yemen. We consider a range of evidence from government sources, foreign governments, the media and international non-governmental organisations. We are aware of reports, including from Human Rights Watch and Amnesty International, of alleged violations of IHL by the Saudi Arabian-led Coalition. We have received repeated assurances from the coalition that they are complying with IHL and we continue to engage with them on those assurances. The Saudi Arabian authorities have their own internal procedures for investigations and we encourage them to be open and transparent in this. The UK operates one of the most rigorous and transparent export control regimes in the world. The UN Security Council has made clear that sanctions will be applied to those individuals or entities who have been designated or listed for engaging in or providing support for acts that threaten the peace, security and stability of Yemen. We take all reports of alleged violations of International Humanitarian Law (IHL) in Yemen by any side to the conflict very seriously. We have raised our concerns with the Saudi Arabian government and have received assurances of IHL compliance and continue to engage with them on those assurances. We have also raised our concerns with the Houthis on the importance of compliance with IHL and international human rights law. We agree that all parties to the conflict have a responsibility to take all reasonable steps to allow and facilitate humanitarian access to facilitate immediate access to life-saving supplies both into and within Yemen. The Resolution on Yemen adopted at the September session of the Human Rights Council commits the Office of the High Commissioner of Human Rights to work with the Government of Yemen and produce an oral report on developments to be given at the next session in March 2016, and a written report to be published and presented to the Council in September 2016. Consequently UK aid will support 35,000 children through primary school over the next four years. Since the start of the current violence we have spoken regularly to both the Israeli government and the Palestinian Authority on the urgent need to de-escalate the tensions. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East (Mr Ellwood), discussed the violence with the Israeli Head of Military Intelligence on 24 November. answer	answer is ministerial correction date of answer 09/12/2015 answer text <p>The UK has led efforts at the UN to make it illegal for any state, company or individual to trade in oil and oil products with Daesh, including co-sponsoring UN Security Council Resolution 2199 in February 2015. This resolution requires all states to prevent the transfer of economic resources to Daesh. We have worked to ensure that individuals involved in brokering oil deals between Daesh and the Assad regime have been sanctioned by the EU. We work closely, and continually, with allies particularly in the region, to ensure Resolution 2199 is implemented, sanctions are enforced and all smuggling is stopped. We are also working with the private sector to ensure it takes seriously its responsibilities to ensure Daesh cannot access the spare parts and fuel additives it needs for its oil industry to function. According to figures provided by the Clerk to the Gibraltar Parliament, 23,278 people were registered to vote in the Gibraltar general election which took place on 26 November 2015. Those who do not have British nationality are ineligible to vote in Gibraltar general elections.</p><p>The most recent election in which Irish and non-British Commonwealth citizens were eligible to vote in Gibraltar was the European Parliamentary election held on 22 May 2014. The death penalty undermines human dignity and there is no evidence that it works as a deterrent. We continue to remind the Saudi authorities of our views on the death penalty at every suitable opportunity.</p><p>We continue to strongly believe that we are most effective when we discuss human rights privately in some countries. This is the approach we are following in light of claims that Saudi Arabia intends to execute over 50 people convicted of terrorism offences, which the Secretary of State for Foreign and Commonwealth Affairs, my right hon. We condemn in the strongest terms the targeting and persecution of Yezidis, Christians and other communities by this brutal terrorist organisation.</p><p>We continue to urge the Government of Iraq to do all it can to ensure the security and rights of all communities in Iraq. We are working in Iraq to build consensus around the importance of freedom of religion or belief; and supporting practical projects on community dialogue with civil society and faith groups.</p><p>The British Government believes that recognition of genocides should be a matter for international courts.
