answer text <p>We continue to work with the Dutch Public Prosecutors Office on their investigation into the downing of MH17, supporting UN Security Council Resolution 2166's call for a full, thorough and independent international investigation into this tragic incident. The Metropolitan Police are providing advice and support to the Joint Investigation Team (JIT); (a collection of police and judicial officials from Ukraine, Netherlands, Australia, Belgium and Malaysia) which is under the coordination of the Dutch Public Prosecutors Office. The UK is not a member of the JIT but is an interested party and is represented at the bi-monthly JIT meetings by the Metropolitan Police. <br> <br>On the separate investigation into the cause of the crash by the Dutch Safety Board; two Inspectors of Air Accidents from the Air Accidents Investigation Branch of the Department of Transport visited the Netherlands last week and viewed the wreckage of MH 17 held in storage at Gilze. This was undertaken in their capacity as the UK Accredited Representative/Adviser to the Dutch Safety Board.</p><p>We expect the Dutch Safety Board to release their final report prior to the anniversary of the crash, which will provide evidence as to how MH17 broke up in mid air. It will not attribute culpability, which is for the JIT process described above.</p><p> </p>

answer text <p>The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron) updated the House on the situation in Ukraine on 23 February. Since the ceasefire agreed in Minsk on 12 February, Russia’s illegal actions in eastern Ukraine have reached a new level, with the separatists’ breach of the ceasefire to take control of the town of Debaltseve made possible only with the supply of Russian fighters and equipment on a very large scale. The Prime Minister underlined that the ceasefire must be respected in full by both sides; heavy weapons need to be drawn back; and all parties must fully implement the agreement they committed to at Minsk. If further destabilisation by Russia occurs then sanctions will be extended and toughened.</p> more like this

The vehicles were not gifted to Ukraine by the Government, therefore a gifting minute will not be laid before the House.</p> more like this

Friend the member for Runnymede and Weybridge (Mr Hammond) set out in his statement to the House on 10 February: ‘it is a national decision for each country in the NATO alliance to decide whether to supply lethal equipment to Ukraine. The UK is not planning to do so, but we reserve the right to keep this position under review. Different members of the alliance take nuanced positions on this question and are entitled to do so.</p> more like this

answer text <p>The British Government’s policy since the start of the crisis has been to supply non-lethal assistance to Ukrainian armed forces, in line with the Government’s assessment that there must be a political solution to this crisis. The Government is providing a substantial package of non-lethal equipment to Ukraine comprising medical kits, winter clothing and equipment, body armour, helmets and fuel. The North Atlantic Treaty Organisation (NATO) as an institution does not own any combat capabilities and is therefore not capable of providing arms to Ukraine. It is a national decision for each country in the NATO alliance to decide whether to supply lethal aid to Ukraine. The UK is not planning to do so, but as the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), said in the House of Commons on Tuesday 10 February “we will reserve the right to keep under review the question of supplying lethal aid”.</p><p> </p>

answer text <p>We are concerned by reports regarding the use of cluster munitions in Ukraine. The National Security and Defence Council of Ukraine stated on 21 October and 3 December 2014 that the Ukrainian Army has not used cluster munitions. Cluster munitions should in no circumstances be used intentionally to target civilians, and all parties to the conflict must act in accordance with international humanitarian law. Neither Ukraine nor the Russian Federation are yet States Parties to the Convention on Cluster Munitions, and we call on both states to accede to that Convention.</p><p> </p><p>We are also aware of reports of the use of anti-personnel mines on Ukrainian territory, including the Crimean Peninsula. At present, it is not possible to conclude with certainty whether any parties to the conflict have used anti-personnel mines, nor which parties were responsible for such use if it has occurred. We continue, however, to monitor the situation on the ground. Ukraine is a State Party to the Anti-Personnel Mine Ban Convention and we encourage them to adhere to their obligations under the Convention. The Russian Federation is not a State Party to that convention, and we encourage it to accede.</p><p> </p><p>We are not aware of flechettes or expanding bullets having been used by any parties to the conflict in Ukraine.</p><p> </p><p>We are clear that all parties to the conflict in Ukraine should act in accordance with international humanitarian law, including the principles of distinction, proportionality and precaution.</p>

answer text <p>Ministers and officials are regularly in contact with the Ukrainian authorities to discuss the situation on the ground and the diplomatic process. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), met President Poroshenko and Foreign Minister Klimkin on 27 January 2015. We support diplomatic efforts that aim to bring about a peaceful resolution of the crisis in eastern Ukraine, such as those led by Chancellor Merkel and President Hollande, which we hope will lead to constructive dialogue between all parties. Ukraine is also regularly discussed in the EU in the Foreign Affairs Council and at the European Council, most recently at the EU Foreign Affairs Council on 9 February where new sanctions against Russians and Ukrainian separatists were adopted with implementation delayed pending the outcome of further peace talks.</p> more like this

answer text <p>The UK has sent very clear messages to Russia to end its deliberate destabilisation of Ukraine including in international fora, such as the UN Security Council and the EU. On 26 January, the UK Permanent Representative to the UN urged all Council members to make clear that Russia must withdraw its equipment and troops from Ukraine and play its full part in ensuring the immediate implementation of the Minsk Protocol. On 29 January, the UK supported a decision by the EU to extend existing sanctions against Russia until September in the face of continued Russian aggression in Ukraine.</p><p>The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), has said that the International Monetary Fund, EU and other partners should provide financial assistance to address Ukraine’s urgent financial needs, and in return the Ukrainian government must make real progress with their reform programme. The British Government has committed £10 million over two years to support governance and economic reform in Ukraine. UK assistance on the investment climate also includes support to the European Bank for Reconstruction and Development (EBRD) to set up an independent anti-corruption Business Ombudsman.</p>
