answer text <p>The UK recognises the important work that human rights defenders (HRDs) do to protect and defend the full range of human rights. Our network of embassies and high commissions will continue to work with HRDs, using the recently updated UK Guidelines on Working with Human Rights Defenders. We support HRDs in a variety of ways: sometimes through financial support, but more often the value we provide is by getting to know prominent HRDs and supporting them either publicly or privately. There is no single template for doing this. It is for Heads of Mission to decide how to implement and use the guidelines, in a manner appropriate to the local context. The UK will continue to use the multilateral system to press for strong guidelines for the treatment of human rights defenders by states. At the high-level meeting on HRDs at the UN of 18 December, we called on governments to allow HRDs to fight for human rights; and enable civil society to engage and challenge governments without fear. In November, we co-sponsored a new UN General Assembly resolution on freedom of assembly and association, further strengthening support for civil society and human rights defenders.</p>

The UK has a longstanding tradition of protecting and promoting human rights. The report raises important issues, including concerns about the growing misuse of legislation to target civil society and prevent them from speaking out. answer text <p>​Regrettably human rights defenders remain under attack in many parts of the world. In 2018 over 300 defenders were killed and thousands more imprisoned, attacked or tortured around the world. This is why, at the high-level meeting on human rights defenders at the UN on 18 December, we called on governments to allow human rights defenders to fight for human rights; allow civil society the space to engage with and, where needed, challenge governments without fear or reprisal; and to create an environment where democracy can flourish. In November we co-sponsored a new UN General Assembly resolution on freedom of assembly and association, further strengthening support for civil society and human rights defenders. Throughout 2019 our network of embassies and high commissions will continue to work with Human Rights Defenders using the UK Guidelines on Working with Human Rights Defenders, which were updated again in 2018, to inform their work. Last year on International Human Rights Day Lord Ahmad hosted key human rights defenders.</p><p> </p>

answer text <p>In November 2017 the then Foreign Secretary issued a revised version of the UK Guidelines on Working with Human Rights Defenders to the diplomatic network. The premise is for the Guidelines to be used depending on the local context, as no two countries or human rights situations are the same. Where appropriate this might involve making public statements, attending trials, or working privately with the host government. We believe this approach is already working well, but are considering the best way of sharing the substance of the guidelines with human rights defenders and interested NGOs.</p> more like this

answer text <p>​In 2017 the then Foreign Secretary issued a revised version of the UK Guidelines on Working with Human Rights Defenders to the diplomatic network. In addition, all Human Rights Priority Countries are required to have a Human Rights Strategy which includes working with human rights defenders. The Guidelines give guidance to our diplomatic network on how to support and promote the work done by human rights defenders. Depending on the local context, this might involve making public statements, attending trials, or working privately with host governments. The UK also supports human rights defenders through programmes within the Magna Carta Fund. Officials in London regularly meet human rights defenders to understand how we can support them best. Working at the multilateral level, in November 2017 the UK helped forge consensus on the UN General Assembly Resolution on Human Rights Defenders, bringing countries together to recognise and support the excellent work done by human rights defenders around the globe.</p>

answer text <p>​The Guidelines on Human Rights Defenders, updated and issued to the diplomatic network in 2017, are a guide to UK Embassies and High Commissions to steer them in their work and contact with Human Rights Defenders. It is for individual Embassies and High Commissions to determine how they use the Guidelines depending on the local context they are working in. Not all missions will use the Guidelines in the same way and many were already doing much of the work suggested. We engage with Human Rights Defenders on a range of topics and the benefits the Guidelines have delivered will be embedded in reports on this work, rather than being reported separately.</p> more like this

answer text <p>The UK enjoys a close relationship with the Government of Bahrain which allows us to speak honestly about a range of issues, including human rights. Where we have concerns on specific issues we raise these with the Bahraini authorities through various channels, including the bi-annual UK-Bahrain Joint Working Group co-chaired by the Minister for the Middle East and his Bahraini opposite number. The last of which was held on 19 July 2018.</p><p>The British High Commissioner met the Minister of Interior of Cameroon on 25 July 2018 and discussed human rights in Cameroon.</p><p>The Minister for Africa raised human rights in Eritrea with the Eritrean Foreign Minister Osman Saleh Mohammed when they met in New York on 25 September 2018.</p><p>The Minister for Asia and the Pacific raised concerns about the human rights situation in the Philippines with the Philippines Government during his trip to Manila on 16-17 August 2018.</p> more like this
