answer	answer is ministerial correction date of answer 20/03/2015 answer text <p>Efforts to stabilise the Democratic Republic of Congo (DRC) require a comprehensive disarmament, demobilisation and reintegration (DDR) programme aimed at successfully returning those combatants not suspected of genocide, war crimes, crimes against humanity or abuses of human rights, into a peaceful civilian life. It is crucial that the DDR programme is responsive to the needs of the Congolese people while guaranteeing the rights and welfare of those ex-combatants admitted to the programme. The Government of the DRC presented its DDR plan to international partners in June 2014. In October it announced that it would begin implementation using Government of the DRC and UN Organisation Stabilisation Mission in the DRC (MONUSCO) funds. However, we have not yet seen any meaningful action on the ground and have noted with concern that a number of people transported to a military camp to await DDR have died from apparent disease and malnutrition. Alongside the UN and other members of the international community, we have requested the Government of the DRC take immediate action to protect the rights of those awaiting DDR in military camps. Officials at our Embassy in Kinshasa have consistently raised the importance of respect for the constitution with the Government of the DRC and with President Kabila himself. They will continue to do so.</p><p> </p><p> </p><p> </p><p>A revised electoral law, passed on 25 January by the DRC’s Parliament, was welcomed in a Foreign and Commonwealth Office press statement of 26 January. answer	answer is ministerial correction date of answer 09/03/2015 answer text <p>The Democratic Republic of Congo (DRC) is a country of concern in the Foreign and Commonwealth Office’s Human Rights and Democracy Report 2013. We are reviewing its inclusion in the 2014 Report.</p><p>We are concerned by continued human rights abuses by all parties to the conflict in the eastern DRC. Armed rebel groups commit summary executions and rapes, and are responsible for the forced recruitment of children. The Congolese army and police have also been accused of human rights violations, including killings, rapes and ill treatment of detainees. This includes meetings with the Minister of Interior, his successor, the Vice Prime Minister for Interior and Security and the Chief of the National Police. In these meetings we called for a robust investigation into the allegations.</p><p> </p><p>As such an investigation had not started, the Secretary of State for International Development, my right hon. Officials also highlighted the importance of allowing those who wished to protest peacefully against the proposed electoral reform bill to be allowed to do so. This was echoed in an Foreign and Commonwealth Office statement https://www.gov.uk/government/news/fco-expresses-concern-over-violence-in-drc issued on 19 January.</p><p>On 25 January a revised electoral law was passed, and on 26 January an FCO statement https://www.gov.uk/government/news/uk-welcomes-new-electoral-law-and-cessation-of-violence-in-drc welcomed the revised electoral law, which sought to address some of the protestors’ concerns. We are pleased that calls for an end to violence were heeded but are concerned that - according to UN reports – as many as 300 people remain in detention following the demonstrations, including some who have not had access to a lawyer. Of those currently being held, the UN estimates that at least 11 are believed to be in ‘incommunicado’ detention, including Christopher Ngoyi.</p><p>Officials continue to raise the ongoing detention of protestors at the highest level. On 11 February, EU Head of Mission in Kinshasa issued a joint statement expressing concern at arrests and arbitrary detention of political activists by the security services. It is crucial that the security sector operates under democratic control and follows the rule of law, and it and the justice system are responsive to the needs of the Congolese people. We are committed to engaging closely with the new Government of National Unity appointed by President Kabila in December 2014 on national reforms. The DRC made a commitment to deepen security sector reform as part of the regional agreement, the Peace, Stability and Cooperation Framework, signed in Addis Ababa in 2013.
