answer text <p>We are concerned about recent threats made on 9-10 March against Congressman Ivan Cepeda, David Florez, members of the CPDH, and other prominent journalists, civil servants, human rights leaders and politicians, allegedly by the criminal group Las Aguilas Negras. Our Embassy in Bogota is following the developments in these cases closely. Colombian Minister of Interior Juan Fernando Cristo issued a public statement on 10 March ordering a police investigation, building on the investigation opened by the Attorney-General Office in January.</p><p>Following similar threats in January, our officials in Bogota met with Presidential Office for Human Rights to urge the Colombian government to take measures to prevent threats against human rights defenders, trade unionists, civil society and politicians. Officials also met the Ministry of the Interior on 19 February 2015 and raised the issue of threats to human rights defenders.</p> more like this

answer text <p>Our Ambassador in Bogota raised the case of Irrael Aguilar Solano on 3 February 2015 during a meeting with the Presidential High Adviser for Human Rights, Guillermo Rivera. Mr Rivera informed the Ambassador that they will engage with the Colombian Authorities to ensure that full protection measures are afforded. <br><br>More than 1300 Human Rights Defenders have received protection measures from the Colombian Government, 300 of them at the highest level. The Presidential High Adviser for Human Rights also informed our Ambassador that as a result of the improvement in protection measures, deaths of Human Rights Defenders are decreasing.</p> more like this

answer text <p>During my visit to Colombia in June 2014 I met two Deputy Ministers for Foreign Affairs and the Heads of the Colombian government’s major human rights agencies. I set out the UK’s concerns regarding attacks against human rights defenders and cases of impunity for those responsible. I also handed over a list of specific cases that our Embassy in Bogotá has been monitoring. <br><br>The Director of the National Protection Unit explained that Colombia has the largest protection system for human rights defenders anywhere in the world. The Attorney-General’s office confirmed that sentences for those attacking human rights defenders were rising (including sentences against servicemen). <br><br>Improving the respect for human rights in Colombia remains a top priority for the government of President Santos, and the UK welcomes the progress they have made, while noting that there is, of course, still more that can be done. I am delighted to be co-hosting a Members–only ‘Dialogue on Colombia’ on 10 March, which His Excellency Mr Néstor Osorio is kindly holding at the Colombian Embassy in London. This highlights the willingness of both our governments to engage with parliamentarians on human rights issues.</p>

answer text <p>I am proud to work with the Prime Minister’s Special Representative on Preventing Sexual Violence in Conflict, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague), on the issue of sexual violence in conflict and see the leadership that the UK is taking on this issue. The Foreign and Commonwealth Office is working across Government and around the world to ensure that we make significant progress in addressing impunity and supporting conflict affected states in strengthening their responses to these crimes. <br> <br>The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), and Mr Hague regularly discuss the implementation of the commitments from the Global Summit to End Sexual Violence, which took place in London in June last year.</p><p>The Colombian government’s efforts internationally and at home have demonstrated a clear commitment to tackling sexual violence. There is still more to do and the UK is supporting three projects in Colombia through the Preventing Sexual Violence Initiative:</p><p>1. Our Embassy is working with two non-governmental organisations (NGOs), LIMPAL and Casa Amazonia, to directly support survivors of sexual violence, train women’s organisations and connect them to government authorities.</p><p>2. We are working with DeJusticia and the Attorney General’s Office to train prosecutors to investigate sexual violence in armed conflict, in support of efforts to develop new national standards for investigation and prosecution.</p><p>3. We are working with NGO Casa de la Mujer to adapt and implement in Colombia the International Protocol on the Documentation and Investigation of Sexual Violence in Conflict (launched at the June Global Summit to End Sexual Violence in Conflict), with pilots in two municipalities of the Pacific coast most affected by the armed conflict and with high incidence of sexual violence.</p><p>In 2015 our Embassy will hold an event during the first week of February to support the campaign against sexual violence, Survivors United for Action, led by Jineth Bedoya. Bedoya is one of Colombia’s most respected leaders on this theme and was a speaker at the Global Summit to End Sexual Violence in Conflict.</p>

answer text <p>On 14 January 2015, President Santos announced that his government was ready to begin discussions on a bilateral cease-fire with the FARC, and instructed his negotiators to start discussions as soon as possible. He noted that the FARC had complied with their unilateral cease-fire to date.</p><p>We welcome this latest development, which shows a further commitment on both sides to negotiate a sustainable peace for all Colombians after decades of conflict. answer text <p>Foreign and Commonwealth Office officials in London held a roundtable meeting on 28 October 2014 with Amnesty International, ABColombia, Peace Brigades International, CORE Coalition as well as two Colombian community Leaders, Ms Yomaira Mendoza and Mr Enrique Cabezas, to discuss human rights in Colombia, including the threats against human rights defenders and land claimants. <br><br>Subsequently, on 28 November, an official attended Amnesty International's briefing on their report on the progress of the Land Restitution Law, entitled 'A Land Title is not Enough: Ensuring Sustainable Land Restitution in Colombia'. Our Embassy in Bogota has subsequently held several conversations with Amnesty International regarding the Afro-descendant community of La Toma, Cauca, which is affected by mining.
