Friend the Member for Maidenhead (Mrs May), where we discussed ways in which the UK could support Burma's political transition including the promotion of human rights and protection of minorities. The Foreign Secretary, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Mr Boris Johnson) also discussed the transition with her on 12 September during the same visit. In addition, the Minister of State for Foreign and Commonwealth Affairs, my noble Friend, the Rt Hon. Baroness Anelay of St Johns, visited Burma from 9-12 November and met a number of Government Ministers to discuss human rights, democracy and the protection of minorities. This was triggered on 9 October, when three Burmese Border Guard Police posts were attacked by armed Rohingya groups. We have called for restraint, humanitarian access and an investigation. We are aware of a number of disturbing reports of human rights violations by security forces in Rakhine State. We have made several representations to the Government of Burma, both through our Ambassador and also through Ministerial contacts. The Minister of State for Foreign and Commonwealth Affairs, my noble Friend, the Rt Hon. Baroness Anelay of St Johns, visited Burma from 9-12 November. She urged Burmese Government Ministers to resume immediate humanitarian access to the affected areas in Northern Rakhine and for a full and independent investigation into all reports of human rights violations. The Government of Burma has committed publicly to do so. However, I did meet State Counsellor Daw Aung San Suu Kyi in London on 13 September together with the Prime Minister, my Rt Hon. The Minister of State for Foreign and Commonwealth Affairs, my noble Friend, the Rt Hon. Baroness Anelay of St Johns, visited Burma from 9-12 November and met a number of Government Ministers. The British Embassy in Rangoon, including the British Ambassador, regularly discuss democratic transition with Members of Parliament from the National League of Democracy. The UK has been a leading supporter of Burma's reform process since 2011. We supported elections in 2015 which led to Burma's first civilian Government in over half a century. However, the transition is not complete and we will continue to work with the new Government to consolidate the reforms. The political character of Burma's state is a sovereign matter for the people of Burma and their democratically elected leaders to decide. Our Embassy in Rangoon has raised these concerns in detail with the Burmese authorities, stressing the need to uphold the rule of law for all communities.</p><p>We are promoting peace and reconciliation efforts in Burma through a range of bilateral and multilateral initiatives in support of the peace process, such as the Peace Support Fund and the Joint Peace Fund. We are providing £19 million over five years to the Peace Support Fund and, with a £5 million contribution, we are the largest donor to the multinational Joint Peace Fund. This sum included support to elections through the provision of technical advice to the Burmese election commission, voter education and building capacity in monitoring and observation of the electoral process.</p><p>Following the November elections, we will continue to engage with Burma to encourage the country along its journey of democratic reform. The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), called Daw Aung San Suu Kyi on 10 November to offer continued political and economic support for the people of Burma. The elections on 8 November were an important milestone in Burma’s transition to democracy, and we welcome the conduct of the process, which observers have characterised as well-managed, orderly and peaceful. However, the transition is not yet complete and the incoming administration will face many serious challenges. We have allocated around £25m over five years to strengthen democratic governance in Burma. This included support to the elections through the provision of technical advice to the Burmese election commission, voter education and monitoring and observation of the electoral process. While the elections were not perfect, they were largely peaceful, orderly and well–run on the day. We are monitoring closely the tabulation of the voting and the formation of the next government which will follow.
