answer	answer is ministerial correction date of answer 02/11/2016 answer text <p>The UK regrets the decision by South Africa and Burundi to initiate proceedings to leave the International Criminal Court (ICC). We recognise there are issues that need to be resolved with the ICC to ensure that it has the widest possible support. ICC working groups are currently considering some of the challenges in The Hague and New York. We hope that South Africa and Burundi will remain signatories to the Rome Statute and engage positively in further dialogue. We are open to discussing any of the issues or other concerns with states parties, now and at the Assembly of States Parties in November.</p><p>On 21 October, the EU High Representative made a Declaration on behalf of the European Union on the African ICC withdrawals. The matter will be discussed at the upcoming EU-South Africa Human Rights dialogue on 9 November in Brussels. During the recent by-election, British officials visited Norton twice as part of a 'Diplomatic Watch' observation mission with Australian, US and EU colleagues. Local civil society groups have made a number of reports highlighting weaknesses in the electoral environment leading up to voting day. I last discussed these issues with Iraqi Foreign Minister Ibrahim al-Jaafari at the UK-Iraq bilateral Joint Committee, held in London on 12 October.</p><p>The Conflict, Stability and Security Fund is one of a number of means of support that the UK deploys in support of the Government of Iraq, complementing diplomatic and communications efforts. These are projected spend figures so are subject to change.</p><p>- Burj Alluqluq Centre Society - This project aims to prevent conflict through the creation of extra-curricular programmes that enable youth to have alternatives to being on the street, reducing the likelihood of violence and countering extremism in the most marginalised areas in Occupied East Jerusalem. Through academic and leadership training, this project will improve employment prospects and build the skills of vulnerable youth. - £49,324</p><p>- El Hakawati - Promoting stability in the Occupied Palestinian Territories (OPTs), and preserving the cultural and physical viability of the two-state solution. Supporting the preservation of Palestinian identity and culture in Occupied East Jerusalem. - £10,000</p><p>- Sharek Youth Forum - Promoting democratic engagement and good governance in West Bank by building capacity of politically-engaged youth leaders from different political and geographical backgrounds to advocate and engage politically with Palestinian Authority. - £48,000</p><p>- Nawa for Culture and Arts Association - Tackling the risk of extremism and countering those seeking to radicalize youth in Gaza by providing alternative extra-curricular opportunities. Supporting the human rights of vulnerable and at-risk children in an area of Gaza. - £9,400</p><p>-Palestinian Marine Navigators Association - Reducing the risk of conflict and encouraging greater stability with Israeli naval forces by providing equipment and training to vulnerable fishermen in Gaza Strip contributing to the safety and economic prosperity of Gazan fishermen. - £19,500</p><p>- Society for the Care of Disabled Families (SOCADIF) -Promoting stability in OPTs, and physical viability of the two-state solution. The UN Human Rights Council in June adopted a resolution responding to the findings of the Commission's report. This resolution set out steps needed to improve the human rights situation in Eritrea.</p><p>We are taking steps to support implementation of this resolution.
