The UK will remain party to the European Development Fund (EDF) until the closure of the 11<sup>th</sup> EDF, and we expect to confirm the arrangements for preserving the UK's Overseas Territories' EDF funding in the next phase of negotiations. We are concerned that refusal of the Asad regime to engage constructively in Vienna, despite Russian efforts, has damaged opposition confidence that Sochi can contribute to a political settlement. We look to the Sochi conference to support the UN's efforts to find a sustainable political settlement to the Syrian conflict, and we welcome Russia's stated commitment to support the Geneva process.
