Further phases will follow in October 2024 and July 2025. The Government would not normally provide any financial support to businesses for the cost of new labelling requirements. However, in recognition of the accelerated timescale compared with standard labelling changes, we have exceptionally made available a £50 million fund, the Transitional Labelling Financial Assistance Scheme. This will cover 2023-24 (phase one) costs only, because the following phases are in line with normal timescales for labelling changes. Redesign, printing and warehouse costs for product, box, and shelf level labelling will all be in scope.</p><p> </p><p>The Government will publish its assessment of the costs of the new labelling requirements in due course. The £50 million grant fund we have announced is designed to cover the majority, though not all, of industry costs incurred in this respect. During this extension to the grace period there will be no changes to the existing requirements on the supply of veterinary medicines to Northern Ireland and businesses should continue operating as they have done to date.</p><p>The Government’s position is clear, there needs to be a long-term and permanent solution which maintains the uninterrupted flow of veterinary medicines into Northern Ireland from Great Britain on which so many people and businesses rely. Industry engagement has been our core focus in recent months, where we are strengthening and collating further evidence on products at risk. That infrastructure is being readied for the introduction of physical checks on goods imported through Port of Dover and Eurotunnel from April 2024.</p><p> </p><p>Regarding Scotland and Wales, Border Control Post (BCP) infrastructure is a devolved matter. The Welsh Government is in the process of building an inland BCP at Holyhead (North Wales). Decisions on the need for further inland sites, including in Scotland, are yet to be taken. answer	answer is ministerial correction date of answer 31/07/2023 answer text <p>Eleven applications to lift the ban on ‘high risk’ plants were submitted to the European Food Safety Authority prior to the Windsor Framework, and within negotiations we agreed that the EU would expedite the process for lifting the bans. In February the Commission published legislation in the Official Journal lifting the ban on <em>Ligustrum delavayanum</em> and <em>Ligustrum japonicum</em>, which, while being two species, formed a single application for specialist topiary plants.</p><p> </p><p>Since February another seven dossiers have been approved and the implementing legislation published in the Official Journal - these cover hawthorn (<em>crataegus monogyna</em>), apple (<em>malus domestica</em>), crab apple (<em>malus sylvestris</em>), and four species of maple (<em>Acer platanoides</em>, <em>Acer palmatum</em>, <em>Acer pseudoplatanus</em>, and <em>Acer campestre</em>).</p><p> </p><p>Another three dossiers are going through the process with votes imminent.
