This may include a number of notifications that following investigation may be determined not to fall within the remit of the EA. The majority will be associated with sites that the EA regulates.</p><p> </p><p><strong>Table 1. It also includes the number of additional notifications associated with each substantiated incident, where a single incident has received multiple notifications. Due to potential ongoing investigations into these incidents the sites have been anonymised. Those who do not leave an unsightly and unhygienic mess which can spoil local spaces that are meant to be enjoyed by all.</p><p> </p><p>Local councils have a duty to ensure that public areas are kept clear of litter and refuse. This includes removing dog faeces from certain types of land.</p><p> </p><p>On behalf of Defra and the Ministry of Housing, Communities and Local Government, the Waste and Resources Action Programme (WRAP) has recently published guidance for local authorities and Business Improvement Districts in England on the provision of public bins, which includes a section on dog fouling. <em>The Right Bin in the Right Place</em> guidance is available at: <a href="https://wrap.org.uk/content/binfrastructure-right-bin-right-place" target="_blank">https://wrap.org.uk/content/binfrastructure-right-bin-right-place</a></p><p> </p><p>In support of this guidance, a £2 million grant scheme has been launched for local authorities in England to apply for capital grants of between £10,000 and £25,000 to purchase new bins. The scheme is being funded by Defra and managed by WRAP.</p><p> </p><p>Councils also have powers to issue Public Space Protection Orders (PSPOs). PSPOs allow councils to deal with a particular nuisance or problem arising in an area by imposing conditions on the use of that area. For example, a PSPO may be used to exclude dogs from designated spaces such as a children’s play area in a park or to require dog owners to pick up their dog’s faeces.</p><p> </p><p>Those who breach the terms of a PSPO may be prosecuted in a magistrates’ court, which can lead to a criminal record and a fine of up to £1,000 on conviction. Alternatively, the council can issue a fixed penalty notice of up to £100. The full details of the Hunting Act 2004 exemptions are available online at: <a href="http://www.legislation.gov.uk/ukpga/2004/37/schedule/1" target="_blank">www.legislation.gov.uk/ukpga/2004/37/schedule/1</a>.</p><p> </p><p>Those found guilty under the Act are subject to the full force of the law. answer	answer is ministerial correction date of answer 02/03/2021 answer text <p>Under <em>The Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018</em> (the 2018 Regulations) anyone who is in the business of breeding and selling dogs requires a valid licence from their local authority. The local authority is responsible for enforcing the 2018 Regulations and has powers to grant, refuse or revoke a licence. Regulation 11 and Schedule 8 of the 2018 Regulations set out restrictions as to who may not hold a licence under the 2018 Regulations and this includes people who have animal related criminal offences under certain legislation, across Great Britain. As required by the 2018 Regulations, we will be reviewing them five years after they came into force (2023). The review of the 2018 Regulations would be a suitable time to consider whether or not background criminal record checks should be included in the licensing process. answer	answer is ministerial correction date of answer 02/03/2021 answer text <p>Under <em>The Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018</em> (the 2018 Regulations) anyone who is in the business of breeding and selling dogs requires a valid licence from their local authority. The local authority is responsible for enforcing the 2018 Regulations and has powers to grant, refuse or revoke a licence. Regulation 11 and Schedule 8 of the 2018 Regulations set out restrictions as to who may not hold a licence under the 2018 Regulations and this includes people who have animal related criminal offences under certain legislation, across Great Britain. As required by the 2018 Regulations, we will be reviewing them five years after they came into force (2023). The review of the 2018 Regulations would be a suitable time to consider whether or not background criminal record checks should be included in the licensing process. answer	answer is ministerial correction date of answer 01/03/2021 answer text <p>The Government recognises the importance of the ornamental horticultural sector to local economies. We have the climate, landscape, and entrepreneurial growers in this country allowing us to grow top-quality fresh flowers, ensuring consumers are able to access the widest range of beautiful UK grown flowers for most of the year.</p><p> </p><p>We will always champion the ornamental sector, looking for ways they can stay competitive with measures to increase productivity and invest in new technology. Defra is collaborating with the Ornamental Horticulture Roundtable Group, and in particular the Horticulture Trades Association, on a Growth Strategy for the sector to help ensure the ornamental horticulture sector continues to thrive. This is industry led and underlined by research identifying key areas of opportunity for growth in the sector.</p><p> </p><p>The Government is aware that a reliable source of labour is a key part of bringing in the harvest for the ornamental sector. Defra is working closely with industry to understand labour demand and supply and help our world-leading growers access the labour they need.</p><p> </p><p>In 2021 and beyond, horticultural businesses will continue to be able to rely on EU nationals living in the UK with settled or pre-settled status.
