answer	answer is ministerial correction date of answer 28/01/2019 answer text <p>Scientific advice received from the International Council for the Exploration of the Sea (ICES) about the condition of fish stocks underpins the process of negotiating sustainable total allowable catches (TACs). The UK position is developed under the principle that all proposals must be scientifically justified in light of ICES advice, and deliver UK objectives for sustainable fisheries.</p><p>We also draw on bespoke scientific advice when developing specific management measures. For example scientists at the Centre for Environment, Fisheries and Aquaculture Science (CEFAS) evaluated a proposed package of technical measures for a previously overexploited Nephrops stock in the Farn Deeps, and advised how the package might reduce fishing mortality. Following the introduction of measures informed by this scientific advice, the stock is now being fished within maximum sustainable yield levels.</p><p>The UK has always been a strong advocate for MSY both in international agreements and in negotiations over catch limits for stocks that we have an interest in. We remain therefore committed to continuing to work under the principle of MSY and restore stocks to healthy conditions as quickly as possible, including taking a precautionary approach where necessary. We have applied for that status and are now awaiting a response from the European Commission.</p><p> </p><p>If we leave the EU without a deal and are listed as a third country, export health certificates, signed by an official vet or other authorised signatory, will be required for all live animals to pass into the EU and they will need to travel through a border inspection post in the EU.</p><p> </p><p>Last year we also issued a call for evidence on a potential ban on the export of live animals for slaughter and on improving the welfare of livestock during transportation. This commitment will be delivered and reported under the sustainable procurement reporting section of the Greening Government Commitments.</p><p> </p><p>A number of Departments, including Defra, are already taking steps to eliminate single-use consumer plastics from their operations. Plastic drinking cups have been removed from Defra-run offices and replaced by glasses, and plastic coffee cups are soon to be banned from office catering outlets. answer	answer is ministerial correction date of answer 22/12/2017 answer text <p>We are taking a series of steps to deal with ocean plastics, including our ban on microbeads. Microbeads used in rinse off products end up in the marine environment and damage the marine life. While some countries have opted to ban only those plastic particles added for exfoliating and cleansing purposes, our ban covers all microplastic particles in rinse-off personal care products. It is one of the toughest bans in the world. The ban on the manufacture of rinse-off personal care products containing microbeads will begin on the 9th of January 2018, and the ban on sale will follow six months later</p><p> </p><p>From 2 October to 20 November an independent working group set up under the Litter Strategy for England held a call for evidence on measures to reduce littering of drinks containers and promote recycling. This included seeking evidence on the costs, benefits and impacts of deposit and reward and return schemes. The Working Group is due to provide advice to Ministers on potential incentives for drinks containers early in 2018. Any decisions on suitable measures to then take forward will rest with Ministers.</p><p> </p><p>In the autumn Budget the Government also announced a call for evidence in 2018, seeking views on how taxing and charging the most environmentally damaging single use plastics could help reduce waste.</p><p> </p><p>Since the introduction of the Single Use Carrier bag charge in October 2015, we have seen a drop of around 83% in the consumption of single-use carrier bags with the seven major retailers distributing around 9 billion fewer single-use plastic bags, compared with pre-charge levels. The charge has generated approximately £95 million from retailers towards good causes since it was introduced.</p><p> </p><p>In addition, the Government is developing a renewed strategy on resources and waste that looks ahead at opportunities outside the EU.
