answer	answer is ministerial correction date of answer 21/12/2015 answer text <p>The Marine Protected Area (MPA) network is made up of different types of designations, made under national law, EU directives and international agreements. As designation of MPAs is a devolved matter, Defra is responsible for designations in Secretary of State waters only, which are, English inshore and offshore waters, Northern Irish offshore waters, and Welsh Offshore waters, with responsibility for conservation in the latter proposed to be devolved to the Welsh Government in the Wales Bill. In these waters, the MPA network is made up the following types of sites.</p><ul><li>Marine Conservation Zones (MCZs), which are designated under the Marine and Coastal Access Act 2009. They protect marine habitats and species that are either typical of the life in our seas, or are rare or vulnerable.</li><li>Two types of MPA can be designated under European legislation: Special Areas of Conservation (SACs), which protect habitats listed in Annex I and species listed in Annex II of the Habitats directive (92/43/EEC); and Special Protection Areas (SPAs), which protect birds listed in Annex I of the Wild Birds directive (2009/147/EC) and migratory species.</li><li>Sites of Special Scientific Interest (SSSI), which are designated under the Wildlife and Countryside Act 1981. These sites can be designated for either biological or geological interest.</li><li>Ramsar sites, which are wetlands of international importance, designated under the Ramsar Convention. This includes marine areas with a water depth at low tide of less than six metres. Ramsar sites are generally also underpinned by designation as SSSIs.</li></ul><p>Together, these sites contribute to the Blue Belt, a network of sites around the coasts of the UK, which forms our contribution to an ecologically coherent network of MPAs in the North East Atlantic.</p><p>We have already made good progress in designating a network of sites in the Blue Belt. Over 16% of UK waters and almost a quarter of English inshore waters are now within MPAs.</p><p>Based on current evidence the SAC network contribution for habitats can be considered complete. UK governments are considering advice on SACs for harbour porpoise, although no decision with regard to consultation has yet been taken.</p><p>Defra and the devolved administrations in the UK plan to complete the identification of SPAs for birds in the UK marine area during 2016.</p><p>Defra is seeking to fill the remaining gaps in the Blue Belt through two more tranches of MCZs. Details of this will be announced shortly. answer	answer is ministerial correction date of answer 16/12/2015 answer text <p>The principal feature of the Interpretative Notice issued by the European Commission on 11 November on indication of origin of goods from the territories occupied by Israel since June 1967 is a recommendation that goods imported into the EU which originate from Israeli settlements in the occupied territories should bear an indication which makes that provenance clear. That recommendation was included in technical advice to UK retailers and importers concerning labelling agricultural produce from the West Bank that was issued by Defra in 2009. We are currently in discussion with other Departments to consider whether revisions need to be made to the 2009 advice in the light of the Interpretative Notice. We have also been taking on board the views of stakeholders. answer	answer is ministerial correction date of answer 15/12/2015 answer text <p>Through its Restoring Sustainable Abstraction (RSA) Programme, the Environment Agency (EA) is working with local water companies and the Catchment partnerships to significantly improve the condition, flow and habitats of chalk streams Beane, Mimram and Lee.</p><br /><p>As part of the Programme, Affinity Water and the EA have committed to investing £3 million by 2020 in habitat improvement projects for these chalk streams. These are currently in the planning and design stage. Delivery will accelerate as the Programme progresses over the next five years.</p><br /><p>In order to achieve the greatest benefit from these works, Affinity Water has agreed to reduce abstraction from local chalk streams by over 40 million litres per day by 2024. answer	answer is ministerial correction date of answer 10/12/2015 answer text <p>The Flood Forecasting Centre – jointly operated by the Environment Agency and Met Office – combines world class science, knowledge and experience on meteorology and hydrology to forecast flood risk. The daily assessment of risk enables extra time for emergency responders to prepare.</p><br /><p>The Government has recently announced funding for a £97m supercomputer that will cement the UK’s position as a world leader in weather and climate prediction. In addition to this, the Environment Agency operates a flood forecasting and warning service for over 3000 local communities at risk from both rivers and the sea. Advice is provided by phone and text to over 1.1m home and business owners when their property is at risk.</p><br /><p>Further investment to improve timely and accurate information to the public is underway. answer	answer is ministerial correction date of answer 10/12/2015 answer text <p>In accordance with the Security and Emergency Measures (Water and Sewerage Undertakers) Direction 1998, issued under the provisions of section 208 of the Water Industry Act 1991, water companies are required to produce plans to deal with all types of emergency situations. This includes ensuring appropriate preventative measures are in place to secure the water supply from deliberate harm, as well as plans to deal with a situation if it were to arise. These plans are regularly tested and updated where necessary and are subject to an independent check every year.</p><br /><p>Providing expert security advice is integral to the function of protecting national security against threats.
